City Supply Cut 60,000,000 Gal-
Ions Dally When Torresdale
Shaft Is Wrecked
WILL CONTINUE 3 WEEKS
What Chief Davis Says of
Break in IFatcr Supply
"Only a miracle tmpd old inn
clilnery from liurt when nn right
inch nhnft broke nt the plant."
"The broken pump was for tem
porary use and had outllcil its term
of service."
"More serious breaks can be ex
pected unices replacements arc made
at Torresdale."
"I hn asked that fiee bnlhs nnd
snimmitiR pools remain closed until
repairs are made."
"I urge nil citizens to conserve
water to help make tip 00,000.000
gallon shortage for the next three
weeks or a month."
A daily shortage of sixty million gal
lons of filtered water, resulting from a
break in a pump shaft at Torresdale,
emphasizes the precarious conditon of
the Philadelphia water system and the
immediate uecd of drastic precautionary
measures. The shortage will exist for
three weeks, the time it is estimated will
be required to make repairs.
Had the trouble occurred in the in
take the single line of tunnel between
the pumps at Larducr's Point or in
the general distribution center, 00 per
cent of the clt's water supply would
limp been cut off.
The big plant along the upper Dela
ware ordinarily supplies the city with
HOO.OOO.OOO gallons daily. The output,
until repairs are made, will be restricted
Jo li'0,000,000 gtltons each twenU
four hours. Citizens generally will be
asked bj Chief Dais to ronton c water
in eery way possible until the plant
can be put back into full operation.
With a total of SG00O nailab!c for
leplaeements and emergency needs, the
M!S,000,000 water system of the cit
is in a condition city officials classify
us dangerous. Cnless Councils provide
the $3,000 000 asked this jear the sit
uation will grow cen more acute.
Operated to the breaking point, the
nntiquated machinery of the tosth
plants and pumping stations may fail
at any time.
Tiie danger is more real nnd press
ing than the ncrigc person realises,
and the ?rj,000,000 asked in the loan,
that may or may not be revived by
Councils this week, Is but a drop In
the bucket needed to carry out proj
ects under consideration by engineers.
Four or lle times that sum will have
to be expended before the city Is as
sured a safe simply of pure water, nt
all seasons of the year,
Cnfortunately for the city, C0 per
cent of the dslly consumption of It'-0,-000,000
gallons comes trom the Dela
ware river, and because of long-abandoned
plans for a grnlty supply from
abotc Trenton, is dependent upon n
tingle intake, a single aqueduct to Lard
ner's Point and n combination nt pjpes
so Interlocked thnt damage to one menus
the thutdown of all, Trouble with the
Delaware supply would leae the greater
portion of the city east of the Schuyl
kill rler without water other than the
few hundred million gnllons that night
or might not be stored in reservoirs
when trouble arrhed.
Those familiar with the situation
know that the probability of n shut
down is ever imminent nnd becomes
more of a menace with each passing
cla.t .
Phns already formulated, but of a
tentative chnrncter. are on hand showing
alternative plans for safeguarding the
endangered tmpplr of pure water. It
onlv icmains for Councils to provide the
money either by a councllmnnic loan
or bv an honest appeal to the voters
to exercise their borrowing capacity to
laisc the S12.000.000 to SI.", 000,000
that will he needed to carry them to u
buicessful close.
