Mr Cnlwell, while in bynipnthj with the tentative plans of Mr. Davison,
of J. I. Morgan & Co., ns outlined nt the recent conference on the subject,
held in the Morgan ollicc, said most emphatically that the necessary relief
must be made n government niensuie to meet the success dciicd. He ac
knowledged that it is the duty of the nation's liiiaticiers, manufacturers nnd
exporters to niil in the relief of I'uinpeun countries to the limit of their
ability, but bnck of it ull must be the stiong assistance of this government.
When n prominent banker was spoken to on the subject, lie remarked
that as far as he could see Mr. Sisson's advocacy of government assistance
in the premises was more In the untitle of "hands off" rather than helpful
action, while, if he understood Mr. Cnlwell's idea, he believed thnt he advo
