Needless to say, the street, as well as everybodv else, had given itself up to the comfortable thought that war loans were a thing of the past. Hut at the same time that such rumors were ciiculnting, 'Washington advices stated that Cougiess was exerting cverj ef fort to cut appropriations, more espe cialh for the army, in order that some obnoxious taxation could be done aw a with. It is still a bit earlv to form a clear idea of these possibilities with respect to their effecton the securities market. IN ices today moved baikward and for ward within a rather narrow inngp, with some few exceptions, such as the Marines, which were strong, paiticu- larly the common stoik, which again crossed 50. The copper shares were in 'excellent form in the first hour.
