STEP TOWARD DRY WORLD
Constitution Drawn Up for Interna-
tlonal Anti-Saloon League
Washlntgon, June 0. (By A. P.)
The first step toward the formation of
an international anti-saloon league was
taken today by the national convention
of the Anti-Saloon League of America
when a tentative constitution for the
International organization was sub
mitted to the convention by a special
committee composed of representatives
of the American league and foreign pro
hibition organizations.
The proposed constitution provides
for effective co-operation in the move
ment for world-wide prohibition and it
Is believed will be ratified by the con
vention after brief consideration.
Austria Files Mourning Flag
Copenhagen, June C. Austria will
' mourn today. Black flags will be
flown throughout the country, according
to dispatches reacuingvnerc, as an ex
pression of the feeling of the population
over the peace terms handed to Austria.
