the I'resitlciit's message to Congress with enthusiasm yesterda. "Satis
faction" would more nearly tepresent the quality nf Its reception, (mi the
whole, It ".as conHldered as decidedly bullish on the present market, and
while there was no such development as a runaway market, prices ie
nialnetl steady.
4 Among financiers perhaps the greatest surprise was the reconmienda
tion for the return of the railroads to their owners, the stockholders, at the
end of the present calendar year. And it was a surprise mingled with satis
faction that the decisiou to return also penults sufficient time to thoroughly
adjust the varloMs suggestions wliith haxe been brought up from time to
time by various Interested bodies n ml experts ns to how the loads should
be returned. As n result of this part of the message, some of the mils
showed ndvaiices toward the close of the maiket.
The return of the telephones nnd telegraphs meets popular demand at
present ami was fnvorably commented upon. On the taiilt jiolic opinions
aie xaried, with n majority in fnvor of immediate legislation on that subjcit.
Others fuwir the suggestion of "wntchful waiting"' on this problem until
the Kill-open n countries show their hands in the matter. There weie no
tw'o opinions on the suggestion for protection of the American dc industry.
Not the least popular leconiinemlation, judging by the remaiks, is that
which would repeal the wartime piohibltion net as applied to wines and
beer. One well-known banker asked, "Why stop there?" but his pictiou
went unanswered. Itepeal of the luxury tax was also popular, although,
.ns n banker remarked, it affects women perhaps more thau men. Still, he
Vnid, the men ns a rule have to pay it in the end.
Taking it all In nil, the message was well rccicd. Some said that
President Wilson had stolen the Uepublicans' thunder, and those who ex
pressed thcim-ehcs in this way were "sporty" enough to say it was good
politics.
Some brokers snld the effect of the message on the market would posi
lily be moie in evidence today. As a rule, the look for a continu.ince of
present market conditions.
Statements on Foreign Trade Interest Financiers
There was some interest shown uy eeitnln linnncicrs in this t itj who
are interested In the extension of foieign business over the statements ili.ule
on the return from Kurope to New York of two of the leading financieis of
the count r., namely,. Henry I. Davidson, of .1. IV Morgan & Co., aad
Frank A. Vanderlip, president of the National City Hank.
As the program of international reconstruction financing proposed by
Mr. I)ntion has not been outlined in full ns jet, those in favor of sin h a
program,, wliith will mushier the financing of Hurope's reconstruction us a
whole, picfcncil to wait until the full piogrnm Is formulated before ex
pressing nnj opinions on the subject, but they approved the idea o' granting
credits for different Kiirnpran countries h apportionment and nllotment so
ns to prevent uimecessury competition. They also lecngni.e that (lie hulk
of the ci edits to be established for these (oimtrics must be provided h the
United Stntes, unci for that reason a country-wide financial oiganiation is
ni'i'cssuiy to success.
As to Mr. Vnnderiiji's remarks, the) weie looked upon ns seconding
those of Mr. Davison in regard to the burden of financing Kurope falling
on America, nnd the necessity of full co-operatiou of this country in the
work just as it co-operated in militar endeavor.
In the tourso of his remains on .lie subject; Mr. Vanderlip said:
"Kurope has got to be looked at ns n unit, not as individual countiies.
We must pull together in reconstruction as we did in military work. This
is not going to be anjbod.v's game, but evei.vbody's duty, It is not only the
bankers that must concern themselves over the reconstruction of Kurope,
but business men over here must nppvei rate the necessities of the situation
and extend a helping baud to the wnr-iidden countries."
