tfi- borough Consolidated Corporation was the mnln topic of discussion In
the financial district during tne nan session on saiuroay.
Among the banking and Investment houses little was talked about
outside the appointment within the last few days of tho three receiver
ships, covering eery street nnd subway railway system In New York city.
There is a strong sentiment in favor of a general Increase In fares to
meet the present conditions. While It Is acknowledged In some quarters
that overcapitalization has much to do In the matter, any attempt to
wait for the slow legal process of reorganbatlon through the courts would
fall to give tho Instant relief which Is necessary.
One ot the largest public utility banking houses In the city, writing
on the subject, savs.
"Tho critical situation of many street rallwa companies which havo
been unable to obtain higher fares with which lo meet necessary Increases
In tho cost of labor and materials of all kinds Is one deserving nation
wide attention. It is absurd to think that anv business can virtually
double Its costs of operation without charging moro for Us servlco or
product. Tho credit of street rallwas has been lit least temporarily
ruined and it will be very dlmcult to raise -new money for nn future Im
provements or extensions. Banking houses and Investors will not be In
terested in securities of this kind without some drastic change which will
in some way assure a reasonable return on Investments made in this
most necessary and important business. The receiverships for tho New
York Railways Company and the Interborough Consolidated Corporation
is only the latest result of present conditions.
"The solution maj eventually be found in some form of a 'cost-of-
service' plan, providing for valuations of street railway properties with
sliding rates of fare, which shall be so adjusted as to allow a reasonable
Veturn on the Investment Such a plan Is now ui operation in Boston,
Cleveland, Youngstown and other communities."

Guaranty Trust Companj The United States Tariff Commission has
submitted to President Wilson, as a result of Its Investigation of reci
procity and commercial tre-itles, a report in which it recommends a polkv
for the United States which "should havo for Its object, on the one hand,
the prevention of dlscrjmlnatloa and the securing of equalltv ot treatment
for American commerce and for American citizens, und on the other hand,
the frank offer of the same equalltv of treatment to all countries to re
ciprocate in the same spirit and to the same effect." It is suggested that
without disturbance of the general tariff policj of the country and with
out committing the eountrv definitely with respect to the permanent
commercial arrangements which nuj result from the Peace Conference.

last few dajs would indicate that the revival In business Is near at hand
We are still of tho opinion, however, that the tide has not completely
turned and that it will be well not to become too enthusiastic until such
'time as actual orders begin coming in lo the manufacturers in this
country.
The placing of a peg price on steel may have one of two effects It
may either induce the purchasing agents of the eountrv to buy now that
they know the price cannot go lower, or It may absolutely prevent all
buying if the price set is too high to enable business to be done on that
basis. Its effect should bo definitely shown within tho net two weeks
arid will, in our opinion, Indicate the course of business conditions for
the remainder of the ear.
Chandler Brothers & Co The market during tho last week fairly
well retained the strength conspicuous for five weeks past, but It wag
scarcely the same sort of quality. The gains this week were in tho ma
jority of cases in the cheaper class of stocks. To be sure, Teas Oil made
a new high at 217H and United Cigar Stores at 138 and Marine pre
ferred took another aerial flight to 11, while Atlantic Gulf and West
Indies also gave one of its sky-rocketing performances ard Industrial
Alcohol made the shorts squeal as It climbed to 146, but the real features
of the week were Sinclair Oil, Willys-Overland, Allls-Chalmers, Butte and
Superior, Maxwell Motors, Ohio Cities Gas and Oklahoma Producing and
Refining, which have as jet scarcely attained to the brotherhood of the
big ones. Predictions of Impending great Industrial activity and of the
startling opportunities for United States leadership were generously cir
culated and utllUed to further advance prices. International conditions
were so congested and unsettled and the conflicts between "Idealisms"
and "actualities" were so wide apart, even to the point of disruption of
such a cordial partnership as is supposed to exist between the President
and the Senate All these severally were apt to be disturbing factors
when securities have momentarily passed from the hands of the strong
to those of the weak which, w ith the new Victory Loan launching so un
comfortably near, excites some apprehension among the conservatives.
Wheeler, Elliott & Mann Probably no American locality is as much
interested in public service securities, particularly passenger railways, as
Philadelphia. For several years, due to the efforts of several banking
firms, this neighborhood has had tremendous Investments in such coi
poratlons. A few have shown no losses, but with many there has been a
discouraging shrinkage in values.
This has been largely because of a stupid misunderstanding of the
situation on the part of the public, misled by self-seeking politicians and
unintelligent newspapers, who seem to think the piopertles were built for
amusement, or to lose money. Instead of Investment. Trequent recdiver
hlps have proved that the properties did cost something and that power,
Wages and cars do cost more than some ears aso.
There is little doubt but that the securities of these companies have
seen their worst and that there are few better opportunities for profit
than in buying some of the underlying securities at a third less than their
former selllnc prices. There is a nation-wide sympathy with these utility
companies which Is forcing better rates and ultimate restoration.
Edward II. Smith & Co The moderate reduction in prices of steel
products, which was not so large as had been expected, and the opinion
created among steel Brokers that quotations are likely to be maintained
for a year, has a stimulating effect on steel stocks. This is favorable to
the general market, and in the absence of adverse news it is believed that
Improvement Is likely to continue.
Halsey, Stuart & Co. have installed an exclusive prlvate-wue service
between the Philadelphia office in the Land Title Building and the main
office in Chicago, the New York, Boston, St. Louis and Detroit offices.
This makes It possible to give much quicker service and will be of great
assistance in handling the large volume of bond business which all In
vestment houses expect to share in after the Victory Loan has been placed.
No Investment bond dealer can complain of the demand for securities
since the lost Liberty Loan, but the preparatory work for the next loan
Is beginning to take the time and energy of the bond men, and this de
mand will Increase during the coming weeks. However, there Is a con
siderable amount of financing which will be offered before April 21, and
Investors continue to show a large capacity for tiulckly absorbing attrac
tive Issues.
J. P. Morgan & Co. announced Saturday that airangements have
been made by the Southern Railway Company, with the consent of the
director general of railroads, to offer to holders of J5.250.000 South Caro
lina and Georgia first mortgage 5 per cent bonds falling due May 1,
1919, the privilege of extending their bonds for ten years with Interest
at the rate of 5?i per cent per annum. Holders of the maturing bonds
will be offered the privilege of extending and at the btime time of receiving
a cash payment of 2,4 per cent, so that the extended bonds will thus net
approximately 5.80 per centj. Holders who prefer not to extend will get
par and interest at maturity.
As a result of the announcement of a receiver for the Interborough
Consolidated Corporation there was considerable nervousness In the
securities of that organization.
Liberty Loan issues are actlv e, but dlsplaj ed a firm undertone. Buy
ing of a substantial character is said to continue in theso Issue?. For-
eign governments are also firm, with a fair turnover. Railroad and in
,V' dustrial bonds are inactive and the market as a whole Is extremely dull.
Secretary Glass has Issued a statement that the fifth government
loan, about to be offered, will be the last to be put out by th govern-
"laent. This had a steadying influence ever Liberties.
