packing and other largo Interest of Chicago.
These men, ho said, see nothing but a big business boom ahead, and
no ono could convince them of any other possible outcome. They seem to
seo big orders ahead In every Industry, with a prosperity that will carry
all before It. The whole West, he says. Is talking that way. Wc are
beginning to feel that way, ho said, as the quotation board shows, but
they uro Just three mouths ahead of tin in that respect. Mr. Morton
said ho did not hear a single pessimistic note during the nhajc tltne he
was away.
Ono thing he noticed particularly was how quickly the Industrial
plants out West are changing from war to peace Industry. Many of
. them havo completely adapted themselves to the new conditions and
Home arc In the transition state. Coming through the United States
Steel Corporation's big plants at Gary, tnd on the outskirts of Chicago,
he noticed every appearanco of activity. Not one of the big stacks
which coor the Immense acreage of theso huge plants, he said, but was
belching out heavy black smoke. The same could be said of all the
neighboring plants. If there was anything which cas the least cloud
over the present conditions and future prospects, he said, it Is the.
doubtful position of labor; but on tho whole, he said, It was not re
garded seriously. '
Asked what the big railroad officials' from whom he had tho oppor
tunity to rind their opinions on the railroad situation had to gay on the
ubject, Mr. Morton said that every man of them was noncommittal und
fought shy of giving any opinions on any phuso of the subject. ,
A dispatch from Washington says It has been decided to issue
federal warrants to reimburse tho railroads to tho extent of moro than
$700,000,000 until Congress comes to their relief. Tho plan l virtually
similar to tho Issuance of certificate's of Indebtedness In connection with
tho urious Victory Loans and tax disbursements.
Scarcity of Laborers Before Midsummer Predicted
People uro talking very generally about tho labor question in this
country, said a banker, as if something dreadful was likely to develop
from tho labor situation. These people, ho remarked, see .mills 'and
factories shut down, hundreds of thousands of men walking the streets
unemployed and hundreds of thousands of soldiers from overseas dumped
on tho labor market, with no Immediate prospects of' employment. Many
of theso people who fear such conditions can see nothing but unrest
and Bolshevism and all tho attendant oylls.
As a matter of fact, he said, ho believed, long .before the summer Is
over, such conditions will bo so completely reversed that tho scarcest
Commodity In the country will bo labor If It Is not treason to call it a
commodity. We tiro talking about putting up the bars ngalnst Immi
gration, ho said, when as a matter of fact tho burs should bo put up
against emigration of men who are moro concerned about getting back
with their families to their native countries in Kiirope, many of them
to take tho places us far as .possible of tho millions killed in the war.
The harvests in the South and Southeuat, ho said, havo already begun,
and aro absorbing all tho labor available. There uro each day In New
York hundreds of foreigners standing In line waiting for passports, and
all seem to be supplied with money. livery outgoing steamship to
Europe Is loaded to the gunwales with these people, and as soon as tho
peace. Is signed it is estimated that more than a. million will cross over
this summer.
They urn going to almost even' country, ho said, to take up prop
erty .in many cases formerly belonging to relatives who have been wiped
out by the war. This banker said that while every one advocated
strongly the deportation of tho disturbing foreign .element, It was a
serious matter for the industrial future of tho country, especially during
the reconstruction period, to havo so many able workers leave us.
SteeVs Unfilled Tonnage Failed to Create Ripple
It was return Led In the financial district .yesterday how the announce
ment on "Monday of! the United States Steel Corporatiop's uncompleted
orders for February, although they were less by 673,481 tons than on
January 21, failed to create a ripple on the stock market. Although the
decrease was almost the same as the previous month, the announce
ment of which caused a lot of short selling, there was none of the usual
forecasting which was indulged In Just prior to the January announce
ment. At that tlmo the market was going down; yesterday It was
going up.
A broker who deals largely In Bteel said that, from the published
figures, It would seem that orders have been received by the corporation
equal to 85 per con", of its deliveries. He said, however, that he did not
believe they were running greater than 50 per cent of deliveries. He
maintained that us far as could be approximated the steel plants of the
country are not running as a whole much above 35 per cent of deliv
eries, and would soon work off their Burplus orders.
The outlook, however, ho said, is strongly In favor of a veductlon In
prices ut tho conference of the steel men In Washington yesterday, fol
lowed by an Influx of orders which will send unfilled tonnage away;
up again,

Waahlnilnn, March 12. Proposals for
financing the railroads of tho country
pending appropriation' by Congress of
the necessary funds vere laid before
Secretary Cllasa. of the Treasury, today
by railroad administration and war
finance corporation officials. The plans,
which were developed yeeterday at a
conference of railroad executives and
representatives of the rallrond adminis
tration and uar finance corporation,
provide for Issuance of government war
rants to railroads for the amounts duo
on last ear's accounts and other ilnbts.
Tho warrants would amount virtually
to certificates of Indebtedness, to be
Cashed when Congress appropriates the
funds requeste'd by the railroad admin
istration. The railroad companies would
bo permitted to use. the warrants as col
lateral for loans. A special committee
of railroad executives, headed by How
ard niiott. president ot the Northern
Pacific, was appointed to negotiate and
'distribute tho loans, which would be ar
ranged by each Individual railroad com-
pany
The proposed plan, or whatever plan
I may bo finally adopted, would be car-
; rled out largely through Swugar Slier-

tory of the livestock Industry was an
nounced today, following a, fort.e'ght
hour conference between representatives
of livestock associations of half a dozen
states and the heads of about fifteen
of tho leading packing concerns In tho
country.
The object Is to bring about a closer
co-operation between the livestock and
packing Industries and to furnish ma
ch nery for the settlement of differences,
and tn order that the finished product
be furnished the consumer nt a inlni

The conference adopted a plan which
calls for a conference committee of the
livestock Industry, composed of twenty
three representatives of the producers,
