M'UXT to the railroad situation, which continues to be the rulltitr loplo
In financial circles In this city, is the meeting of the steel men from
nil over the country which began at the Waldorf-Astoria In New Yoil;
,estorday. This meeting, It Is ssld, Is ft continuation o. the meeting which
they held last week to consider the plan for stabilization of prices advo
cated by Secretary .Itedfield.
When speaking on the matter yesteiday n well-known banker said
he Considered the meeting a most Important one, as, If the desired results
are accomplished In connection with the steel trade, the same principles
may be extended to other leading lines of bushier. Tor that rcadon, he
aid, he considered the meeting one In which the outcome will be a
matter of Importa'nce to all manufacturers and bankers as well as workers
nil over the country.
There are many financiers who are not paitlcularly optimistic ovei
this meeting, and their sentiments ore best eprc3cd In the following
fiom the Iron Trade Kevlew:
"Small belief Is entertained that any movement toward a lower pi lie
plan will be brought about through acceptance of the Itedfield stablllrtnt
plan, which will be considered. If, In reality, one of the chief alms of the
Itedfield proposal is the development of lower prices for the railroad ad
ministration and other government departments, the failure of Congress
to HUthorlze appropriations greatly weakens the effective possibilities of
this plan as a trade stimulant. On the other hand, if thW lack of fundi
lesults in an early lestoration to private ownership of railroad", the out
come nctuall.v may be beneficial from the standpoint of steel buv lug

up for loans advanced by the corporation to such companies as the

Germany's Ability to Pay Indemnity
Speaking of the reported conditions In Oeimanv lodaj a welll.uoun
banker remarked that, while the popular Impression exists that a good
deal of the news Is propaganda, intended to Influence the amount of In
demnity which will be Imposed on that countr.v in other words, that
Germany Is "squealing before she Is stuck," ns ucual -he contends It is
a mistake to believe that the fact that Orman territory Is In as good
rondltlon as beforo the war means that Ormsny can count on tho ic
sources which suported her army and na-.y hi the jears beforo the war.
That bupport, he said, tame from tho results of her foreign trade,
which has been almost dqstro.vcd. Cven her trade with Turkey, which
was a crj. large. Item, he said. Is gone forever. And her shipping In
terests, from which she derived so much profit, are on the point of being
taken away from her almost entirely. Xot having the natural resources
at home to feed her Industries, she will be almost totally dependent on
outside source., be said, and on that account the indemnity should be
tempered with Judgment, but at tho same time Germany must know she
Is being punished
Information for Liberty Bond Holders ,
The Liberty Loan committee wishes attention called to the following:
"Under tho provisions of the Victory Loan bill, which has Just been
enacted, an additional aggregate of $30,000 of any of tho present out
standing Liberty Loan 4s nnd 4Us Is exempted from all taxation, namely,
tho normal Ineomo tax, surtax, excess profits and war profits taxes from
January I, 1919, for a period of five jears after the official termination
of the war.
"Thla exemption Is In no wa contingent upon puichases of the new
Victory Loan, but Is simply-an exemption additional to thoEc now exist
ing with respect to the outstanding 4s and 4'. In'the hands of Investors
whose purchases secure the benefit of .his new exemption of $30,000 the
issues ufford a remarkable leld, apd wc recommend their purchase,"
A well-known banker who hqd proposed, through an Interview In
this column recently, a plan for tho : eduction of tho amount to be raised
by the coming Victory Loan bond Issue by the government offering for
salo tho obligations of the foreign countries which had been given in
exchango for the various loans called attention to the fact that Secre
tary of the Treasury Glass had abandoned the Idea. He said the credits
extended to foreign countries up to the beginning of the present month
aggregated nearly $9,000,000,0,00. and ho understood the drafts against
these credits amounted to about $8,000,000,000 tn the same time Ito
said he was Informed that at first Secretary Glass looked with favor on
tho idea, which Included the stamping of a government guarantee on
suoh securities, and he believed tho plan was only abandoned, when
Congress failed to set on the general deficiency bill, thereby throwing
now demands on domestic credit.
It was discovered, however, that although the Idea met with favor
able comment from many well-known financiers In this rlty, approval
of It was by no means universal.
The principal argument advanced against he plan lav in the fact
that the Allies have been paying 5 per cent on credits, and that n plan
providing for the refunding of these loans through the Issde of negotiable
bonds to bo sold to the people of tho United Stales could not bo carried
out successfully at a rato lower than 54 per cent. It was claimed there
fore that on Issue of such proportions at that rate would have a bad
effect on tho Investment market generally, especially on savings banks
Investments. 'Tho abandonment of the plan, It is believed, will have a
' favorable effect on foreign securities In tho United States.
Railroad Bonds Are Quiet
Railroad and Industrial bonds wete quiet jcstcidaj, with" inodci ate
transactions recorded in both departments,.
New TorW Interborough-Metropolltan 14s wero quoted at aiour.d 35,
which Is tho lowest point at which they havo changed hands on tho
present downward movement. Interborough Rapid Transit first and re
funding 6s wero 7070U.
The New York traction situation presents many perplexing elements,
and there seams to bo a well-founded opinion that there will be a receiver
for the Interborough Consolidated Corporation between now and April 1,
Bankers supposed to be Interested stated that they had received no
intimation from Washington as to the manner In which the $16,000,000
of notes of tho Crle.Itallroad Company, which mature on April 1, are to
be cared for, although it Is expected they will bo awarded to the highest
bidder, as has been the case with recent offerings which havo been made
by railroad companies. Tho past relations of bankers with various prop
erties has no Influence In connection with the award of bonds now being
made bj tho Washington authorities.

Short-term notes were quiet but film vesterday, with a small volume
of business being recorded. There was, however, a slightly better demand,
which Is thought to have been due very largely to the lower interest
rates obtaining, rendering It more advantageous to purchase short-teim
paper than to employ funds on direct loan to brokerage concerns and
others.
Railroad short-term notes were firm, with a good inquiry being In
evidence, with a tendency Jo a higher level of quotations. Industrial
sV'ort-term note's v&re extremely quiet, with only it, small inquiry for
mest of tho Issues which under ordinary circumstances are uctlvc.
There was no pressure In the market to tell securities of tills char,
acter, but with buvlng power restricted tho market ussumed a decidedly
dull tone.
