Change Are Certain
There Is a general feeling In both the
House and Senate that amendments will
be made to the charter bills which will
niter them considerably. Much opposi
tion has developed toward csrtain sec
tions of the bill.
Some of the leaders of the Penrose
faction In Philadelphia are opposing
some of the provisions of the bill be
cause It puts too much additional
power In the hands of the Mayor. The
original purpose, of the charter revision
ists, they contend, was to shear the
Mayor of some of the present power
of Ills office.
It Is 'generally pre dieted that the pro
vision of the bill which would make
the city solicitor appointive by tho
Mayor and that putting the tax receiv
er's department undr the city treasurer
would bo eliminated
Senator Dalt admits that the measure
"must be maele more practical.", If It Is
to get nnywhere. Senator Dal, how-
ever, let It be known that he Is going
to be on the Jon nigni ana nay wnen
the hill gets started.
The Vnre forces plan to knock out
the smaller Council measure drafted by
the charter revisionists and put In a
clause which will provide for a larger
body than tho proposed twenty-one mem
bers' chamber. They also w III oppose '
.the plan to take city contract work from
the private contractors.
Senator Vare, in his Interview, asked i
the newspapre correspondents to read
the bill to him. section by section. He
made his comments a sthe reading con

with the exception of those dealing
with the reconstruction of the
Civil
Service Commission, dual omceholdfng,
removing city employes not Included In
the pollco and (Ire bureaus from poll
tics, and the removal of the distinc
