of the laws of war, appointed two months
ago. The parent body has done a great
deal of work through Its subcommittees,
each of which was nslgned somo par
ticular phases of violations charged
against enemy countries, l'lans for a
tribunal which will try casei In which
violations of the Inws of viar are al
leged have. already been submitted.
One of the most difficult phases ot
the work has been tho Inquiry Into Ill
treatment of prisoners, the employment
behind the firing lines. Illegal methods
of warfare, misuse of the lied Cross
flag, bombardments of hospitals and tho
executions of Miss IMIth Cavell nnd Cap
tain Fr.vatt. The subcommittee having
this work In charge has already exam
ined about 100,000 cases of ill-treatment
of prisoners, and has about 1G0.00O more

already submitted an Interim report on
