In the iwly trading on the stock exchange, when nearly all the Important
interests ere sellers of stocks nnil were helped In lowering the market
by iinsresslve bear raids.
A few of the traders bonsht on declines and there was some covering
of shorts for the uptown speculative element, which lias been one t tho
chief fnctors for some time past In directing market movements. No
one seemed to be disposed to take a position on the bull side, and com
mission holies Rcnernll) could do nothing but regret tint banking regu
lations pi evented them from executing orders which would go far In
furnishing support when It was greatly needed.
Politics was again Injected Into the situation, with a good deul
of conjecture about the cause for the retirement of Secretary McAdoo
and the retirement of that ottlclal from Ciovornment operation of railroads
was an unsettling factor in the market for many of tho-e Issues. South
ern Pacific, Union Pacific, Krle and other stocks In this group sustained
substantial losses all thtough the forenoon.
Specialties were among the weakest features, with Mexican Petroleum
declining more than 6 points to 1R5. Baldwin Locomotive was the most
active of the steel Industrial 'group, being pressed for t-.ile by houses
that have been Identilo'd with recent bullish operations and declined more
than 1 point to below 73.

then dropped to 9991.

Tradlns was slow on tho Philadelphia Stock Exchange durlif? the first
half of today's session nnd price changes were Irregular in line with the early
trend on the big board. Klectrlc Storage Battery, I.ehlgh Navigation, Rapid
Transit certificates, Philadelphia Electric, Union Traction nnd United Gag
Improvement came out unchanged, General Asphalt preferred, on a small
sale, was higher-. '
Ralls took no definite course, Pennsylvania losing , Lehigh Valley the
same amount, Southern Pacific , while Reading Company was slightly,
above Saturday's closing level, ,
The usual leader, United States Steel common was' slow coming out, the
first sale, a small transaction, coming over the tape at 11': 30, with the price
off 4. '
Bond business was dull and uninteresting.
As one means of stimulating business on. the Philadelphia Stock Ex
change some members have recived the project of splitting commissions. In
view of the coming meeting of the sovernors of the New York Stock Ex
change to consider increasing the commission charge the subject Is of timely
Interest.
It is reported that the plan of the New York brokers is to quote scpurify
prices in tenths instead of In eighths as at present, nnd to make the commis
slon charge 2-10 for buying .and 2-10 for celling compared with the present
charge of for buying and for selling. Under the proposed plan the com
mission charge for buying and selling 100 shares would bc$40 Instead of $25.
Years ago splitting commissions was practiced on the Philadelphia Stock
Exchange, and at that time a large volume of business was handled here.
The plan Is to split commissions with licensed brokers and members of other
refognlzed exchanges as well as banks, and advocates of the plan declare
that it makes a thousand nnd one. agents working for business. Those ,who
oppose the plan contend that the business will cdkne to the exchange anyway.

The bondi will be secufed by a cloied first mortgage on all the fixed ,
assets of the Company. An appraisal as of March 31, 1918 showed
the sound value of theproperty to be in excess of $ 18,000,000, with
net current assets of $10r,307,S44 in addition. The proceeds will be
used to refund the $6,000,000 of First Mortgage Four Per Cent
Bonds maturing January 1,1919. Net profits for the thirteen months
ended March 31,4918 amounted to $5,810,871, or approximately
sixteen times the maximum annual interest charge.
