F" '.'& 'TO Iisw V M ENROSE STICKS TO CANDIDACY Senator Says He Won't Withdraw From Finance Chairmanship Fight SEES G. 0. P. HARMONY Signers of Alleged Letter From "Progressives" to Hays Still in Background By a 8atf rorrrspoirffnt trnaltlnrtnn, Nov 20. Senator Penrose does not Intend to withdraw as a cnndldnte for chairman of the Senate Finance Committee, and believes there -n 111 bo pfrfect harmony among the Senate Kopuhllcans, and tho his withdrawal -will be unnecessary, and he does not belonR to the "wlthdrawers anyway," ho emphatically declared to day, "I confidently bellevo I shall succeed to the chairmanship of tho Finance Com mittee, to which I am entltUd by all tho rules of seniority, nnd all Is going to be harmonious In the Uepubllean ranks for the organization of the Senate," said Senator Penrose. "All this talk about a progressle movement among the Sen ate Republicans to discard the rulo of fenlorlty Is Democratic propaganda to encourage n break In our ranks that would allow the Democrats to contlnuo control of the Senate." This was Senator Penrose's comment on tho report that a group of thn Snate Republicans from tho Middle West, headed by Senator William Eorah, of Nevada, had written to Will IIas. chair man of tho Republican National Com mittee, urging him to have Senator Pen rose withdraw as a candldato for the Finance Committee chairmanship, and threatening to force his withdrawal If he did not oluntarlly step down. Senator Penrose added that all of the Republican Senators who h."uo dis cussed organization with him have as sured him of their support for chair man of the Finance Committee. Aside from all this Is the gossip that eight Senators Borah, Ken) on, I.a Fol lette, Gronna, Norrls, Cummins, Poln dexter and Lcnroot have agreed to band together to force Senator Penrose to step aside and make way for what they term a "Progressle," ostensibly one of their number, for tho chairman ship. If he does not abdicate, so the story goes, they will make It Impos sible for the Republicans to take con trol of tho Senate nway from .the De mocrats. Tho Republicans In tho Senate aro going to defeat all efforts of Secretary of tho Treasury McAdoo to write a suplementarry wnr revenue bill for 1920 Into the recnuo bill now under consid eration "Secretary McAdoo Is sadly mistaken If ho bcllee8 the Republicans are going to sit Buplnely by and permit him to wrlto a 14,000,000,000 war reenue bill for 1920 Into tho JO, 000, 000, 000 reenue bill for the present taxable year now being considered bv tho Senate," said Senator Penrose. "The Republican party Is going to hao something to say about taxation for tho year 1920, when wo shall hao control of tho Senate and House." he continued. "It would bo fine for tho Democratic Administration, I hae no doubt, to pass In the December session a war reenue bill cocrlng the period right up to tho next election, but It won't happen."
