asking the advice of tho directory of

said that he understood It the deal

Public Traction Ownership
Theie was quite a little quiet dihcus
sion last week In financial circles In this
city over a report which had received
a good deal of publicity, to tho effect
that members of the American Klectrlc
Railroad Association, at a recent con
feienco. had adopted a resolution ad
vocating public ownership of traction
railroad systems.
Tho principal 'of an Important hank
ing house that has financed a number
of such systems, both In the Kast and
West, said thero had been a misun
derstanding of the facts and that while
ho understood that such a resolution
was proposed. It was roferred to one
ot the committees to take such action
as they saw fit, and evidently they
liavo eecn fit to take no action, at least
nono has beon taken up to the present.
Them was, however, ho roirrarked, a
resolution passed nt that conference
about which more will bo heaid. It was
to bring about s revision of the relations
betveen tho vuhlic and the utilities com
panies, and to bring nbout a substan
tial measure of lellef if tho railways nre
to continue to serve the public. That
resolution wan as follows;
VFlrst. That It Is the deliberate ludg
ment of this association that, tn the
light of the experience of tho Industry
(luring tho war, the ontb-e subject of
the relationship between electric rail
way companies and the public t'pould
have, now anu curing the reconstruct
tlon period following the war, the most
earnest consideration of both tho public
and the companies,
"Second, That, among other things, a
radical revision of electric railway
local franchises thould bo made, if
tho, Industry is to nontlnue to render
efilctent service to the public.
