Early Drop, Due to New Restrictions of Credit for Trad
ing Purposes, Is Offset Quickly Rails and Other
Leaders Become Prominent

The Influence of the new conditions Imposed by tho associated banks
on extensions of credit for stock market purposes was of short duration.
Jtoom traders and sonic of the speculative clement sold stocks all around
tho room nt the opening nnd caused declines of from 1 to 3 points, but
the tone then became film nnd recoveries were In order.
Taken altogether the lcsult of the long-continued conferences of the
hanking Intel ests and the stock exchange authorities were without much
result In further disturbing the specultitlve situation, und, instead of
the tone being weakened by the announcement made yesterday of the
new conditions Imposed on bortovvers, the belief prevailed that tl.ise con
ditions really strengthen the situation because of the chief reasons thut
buyers of stocks must necessarily be stiong In financial resources. The
ihmand at the low levels established In the first few minutes came from
I important sources, with bio Ing of tho best character.
This was particularly Hue with the demand for Southern PaclHc,
T'nlted States Steel common, Xew York Central, Union Pacific and Head
ing. There wu's alo renewed accumulation of closely held Issues, -such
ns Mexican Petroleum, which, after opening at lul?i, rose to 1B5.
Baldwin, which told ns low as S34, lallled to 87, and similar upturns
after early declines were noted In many other Issues with some stocks,
like American Smelting, showing net gains In the late forenoon.
Satisfaction was generally expressed over tho announcement that the
banks would lequlre 30 per cent margin on loans, but this does not mean
30 points as vuiiatlons In the stock tnarekt ure measured.

"Manufacturers of wearing apparel
have been unable to till what orders they
had on hand, 'uwlng to a (Treat number

count of sickness," sajs the weekly trade
report of It. 11. Dun & Co. Hales have
also been quiet. Among the piece sood
jobbers, collections have been slow.
"Manufacturers of men's and boys'
clothing- state that they have been un
able to make deliveries of goods sold,
owing to their factories having but few '
hands working and they are now re-1
celvlng some countermands for non-'
delivery. I
"Retailers of dry goods, men's and
women's furnishings say business has
also been similarly affected.
"The local cotton jarn market during
the last week was doll. There were
Inquiries, however, for both spot and
future deliveries. Commission dealers,
however, do not appear to be eager
for contracts: running Into the future.
Yarn receipts have increased bpth by
rail and boat and general conditions
seem to Indicate lower prices before the
end of the year,
-While some mills are still busy on
Government contracts, the shortage tf
help, the high Prices of ar;is and over
head charges indicate that It will be
difficult for the smaller manufacturers
to continue business. Dealers, who are
selling for tM next year's deliveries,
report that they are selecting only those
whose commercial reputation and credit
standing Is of the best.
