had been reuulrcd by thos.e who had bought stocks simply as the matter

the better for the substantial reaction which hud checked the upward
movement before It had placed slocks In n vulnerable position.

terms also caused nn urgent demand for many stocks at the opening,
with sevcnl Issues selling nt new high prices for this movement, thee

Tho oil stocks made the gi cutest gain on the buying wave In the
first fifteen minutes. Tesns Company advancing U points to ISO and
then reaction to 1774, and Mexican Petroleum advanced I points to
I IS. from which it yielded to 113i.
Tho steel Industries wns elected by the beir tinders as tho chief
object of attention. Opening gains In these Issues were quickly wiped
out and Josses recorded, but after the bear pressure li stronger tono

that the Bulgarian ormlstlcc lincl been signed, although this report caused
strength at the opening of the New York exchange. Naturally, however,
the surrender of nulgarla and Its reported acceptance of tho terms laid down
by the Allied countries .was tho chief topic In the financial district, outsldo
or the fourth Liberty Loan cnmpalgnr and there was a general feeling, of
confluence In the outjeok. many believing that this armistice was only tho
beginning of further Importnnt announcements favoring the Allies.
United States Steel common was tho only Issue showing more thnn
trifling activity early In the locnl trading and It sold off. notwithstanding tho
fact that Its price moved tip for a goo3 gain on the big board.
Northern Central, which hnd yielded last week on the first transaction
recorded for a long time, camo out this morning nt 70H, up 3V4 points, and
I cnnsylvniila Ilallroad gained a fraction. No early sales were reported In.
Lehigh alley to Indicate the effect of that road's earnings statement for
August, which was r good one, and camo out today.
General Asphalt preferred moved up 14 -and Lake Superior Corporation
was unchanged, but other homo Mocks were Inactive and slow In coming nut.
In the bond division the feature was a decline of 4 '4 per cent for Phlla
dclphla Ulcctrlo first Ss, wh'lch sold at 00i.
Lehigh Valley's August Earnings
The report of, earnings for the Lehigh Valley Ilallroad for Augutt
showed gross returns of 7,05t,97S, an Increase of $2,185,119 over August
1917, and the net operating income was $1,696,244, a gain of 1606,839. Kop
elghPmonths the road reported gross of $40,977,960. a gain of $5,716,354, and
.w ouerac.ng income or 3,440,792, or $3,600,700 below the corresponding:
period of last year.

demands Incident to the war are not to
be permitted to raise the barriers agaln.t
the employment of child labor. Felix
Frankfurter, chairman of the war labor
policies board declared In outlining the
Government's attitude on tho child labor
question. Mr. Frankfurter said:
'The war labor policies board, -which
Is the vnlco of all the' Industrial agen
cies of the Government, has In part de
fined Its policy by antl-child-labor regu
lations contained In the contracts made
by tho war administration. These are
as follows: (
" 'First. No child under fourteen years
of age shall be employed on war work.
" 'Second. No child between fourteen
and sixteen years of age shall be em
ployed more than eight hours a day, nor
before 6 a. m., nor after 7 p. m., nor
more than six days a week on war materials.'
