There will be two launchlngs at the
New Jersey and Pennsylvania shipyards
at Gloucester- tomorrow morning;. At 10
o'clock the 6000-ton cargo steamer Castle
Point will be. launched sldeway Into the
Delnwarc UI6r from the New Jersey
plant. It will oe the first launching at
that plant. ' , v
A half hour later the Fennsvlvanla
vard will launch the mine sweeper
Thrush. The two launchlnsTs are sched
uled to bo Informal,
Officials and employes of the New Jer
sey yard are elated because their vessel
Is going overboard fifteen -days In ad
vance of the scheduled, time. The keel
of the Castlo Point was laid on May 16
last, and It was Ilgured then that the
hull would be launched about the lBt of
October.
The vessel Is 321 feet 9 Inches n
length, beam 49 ,fet 10 Inches and the
depth 24 feet 9 Inches. It Is equipped
with a triple, expansion engine or itou
horsepower.

Washington, Sept. 13.
In carrvJng out the general plan to tax
luxuries and seml-luxurlcs, wnr profits
and Inflated Incomes nnd leave neces
sities unburdened, the new war tax bill
lajs a heavy hand on amusements.
The tax on ndmlsilons to theatres,
movies and operas, and on club dues
and Initiations will be approximately
double the rates now In effect.
One, hundred million dollars will be
raised for war expenses from this source
during the year beginning November 1.
1918 when the new taxes on admissions
and dues go Into effect. It Is estimated
by the Treasury Department, compared
with J50.000.000 which this levy pro
duced for the last jear.
Children Escape Increase
If there Is a touch of tenderness in
the whole bill, nnd such a thing would
appear to bo out of place In a war tax
law, then It will be found In this sec
tion. For It piovldes that a tax of but
one cent shall be charged for admission
of children under twelve years of age
to amusements regardless of the nmount
paid for ndmlsslon This Is plainly a
generosity to the wage-earner who,
without an automobile or a taste for
opera and expensive plavs and lacking
membership In an exclusive club, takes
the wife and several children to the
"movies" almost nightly ns their only
amusement.
Soldiers, sailors and marines In United
States uniform are exempted from pav
ing admission taxes where they are ad
mitted free by the proprietor.
The new tax bill fixes tho levy on
amusement admissions at two cehts on
each ten cents or fraction thereof
charged for such admission. Tho present
rate Is one cent.
Admission to the five-cent movie and
rides on roller coasters, carousels, loop-the-loops,
dips, Ferris wheels, etc, nt
utdoor parks, and admlsBlon charged to
outdoor parks, the maximum charge for
which Is ten cents, which have "cajM
taxation heretofore, will now contribute
their share to the war expense by paying
one cent tax where tho charge Is seven
cents or less

upon to double their contribution to the
sinews of war by collecting a tax of
two tents on every ten cents charged

over it In the future. Given the task
by Congress of collecting tnx on ad

collected nt the entrance, the Treasury
Department made the rule of collect
ing the tax by figuring that 20 per cent
of the charge made for food and drinks
In cabarets icprecnts the charge made
b the management for entertainment,
and now collects a tnx nf one cent for
each fifty c-nls spent in the cabarets
where no ndmlsslon Is charged. The
lew will now be two cents on each
fifty cents of purchases under the
proposed bill .
The taxes upon dues and Inltlatllon
fees of Foclal. athletic or sporting clubs
will be approximate doubled under the
new hill After November 1 thero will
be a tax of 20 per cent upon dues or
membership fees to clubs where such
dues are In excess of $10 per year, and
upon Initiation fees If they are more
than $10 The present law levies a tnx
of onlv 10 per cent on dues or fees, In
cluding Initiation fees where the amount
is more than $12 per jear.
