All the special committees 6f the Na tional Association of Owners of Rail road Securities, in a Joint meeting here, decided that the Federal contract with the railroads, as announced In Wash ington, still Is "unsatisfactory and un acceptable," and called a meeting of the association's financial committee of evenly, to bo held In New York next Wednesday, to determine Its future ac tion. i Samuel Untermyer, counsel for the association. Issued a statement outlining three objections to the contract. The first, he said, Is that the railroads. In advance of any knowledge of the xtent to which their operations are to be abandoned, or their business and traffic diverted, are required to nccept compensation that was intended "only for the use of their property and not lor the possible destruction of Its alue in the process of unification," ngreelns that, the Government "may return the physical property, stripped of all busi ness and connections." The second, Mr. Untermjer said. Is against the provisions that rallroadi hall be compelled to finance additions, improvements, betterments and exten sions for war and other purposes not beneficial to the companies, and take them over after the war "on the basis of the inflated costs of these nhnormal times." i The third objection Is against the pro Vision "that on Important questions that may"'arise under the contract the rail roads are tequtred to accept the deci sions of the Interstate Commerce Com mission as final and conclusive, and be deprived of their right of appeal to the courts."
