The curb market gave further evidence
of underljlnff strength In today's move
ments, the most Important feature being
the" appearance of a vigorous: demand
for Submarine Hoat, on which that stock
rose more than two points to 18s4, the
highest ptirc touched In a long period.
Theie wan nothing In the way of news
developments to explain this demnlid,
but while the buvlng was In progress,
comment was made on the heavy earn
ings of the company from its shipbuild
ing plant, and there were some who
talked of piosprcts of a resumption of
dividend pavments.
Other shipping stocks were quiet,

Washington. Aug. 22. Railroads
should not make an extra charge for
furnishing' shippers with special types
of cars, such as refrigerators, livestock
and specially constructed cars, the In
terstate Commerco Commission ruled to
day, ln one of the most Important cases
ever before It. Tho commission also
ruled that an extra charge of U cent
per mile should be charged for hauling
privately owned cars of this tjpe.
This decision applies to all specially
constructed, railroad or privately owned
freight cars, except those carrying coal
and coke and oil.
There a-e 137,189 privately owned
freight cars of special construction ln
the country and 2,301,711 owned bv rail
roads. Under the decision the shipper
has a right to demand and reeelve a
speclal-tpc car without extra charge.
The decision Is more or less of a con
tradfetion of the lullng made by the
Federal Trade Commission recently in a
Blmllar case
