Tho epectation that the railroad contract for Government operation
would be ready for signature ver Mion was a chief factor In determining
the stock market tone during the ilav, and was an Incentive for vigorous
buying during the foienoon, on which inllway Issues generally rose
more than 1 point, bringing many of those docks to the highest prices
touched since last January.
The assumption in Investment and spcculitha circles alike Is that the
Ro emment will handle the railroads with vhct gloves In Its dealings with
them under the new arrangements, and the belief prevails among those
who have been bullish on railroad docks for a long time that as soon as
the compensation under Government operation Is definitely ascertained
that some way will bo found to dlstilbute surplus earnings to stock
holders. It Is yet to be determined, hoecr what view the Government will
take In regard to dividend distributions outside of those which wero
established h.'fore the period of Ciox emment control, but It cannot bo
assumed that dividend distribution on stocks not now on the dividend
palng list will bo approved by the C.o emment unless substantial reason
for such approval nre furnished to those In charge of railway affairs.
It only required an Incentive of some character, however, to Induce
general buIng, and offerings of stockj were so scant that the Increased
demand was eiMlj sudlc'cnt to cause upturns all through the railroad
list.
All of the gains made In the earl trading weie not maintained,
man long held stocks finding a inaiket at the higher leels, and some
holders weie .lad to 11ml an oppoitunlty to sell.
Theie was little In the bond market outside of the tiadlng In the
Liberty Issues, and those securities did not show any important change
from reeentl prevailing prices.

Outside Market in Slightest Degree Aetna Sells
Off on Turnover of Ahout a Thousand Shares
New York, Aug. 13
The strength which was shown on the stock exchange during the
forenoon today did not extend to the slightest degree to the Curb. Busi
ness there wa3 probably tho smallest In many months, only a few Issues
being traded In, and price movements In the issues which have recently
composed the active group were extremely narrow.
Aetna sold off from 12V4 to 12U on trading of about 1000 shares, and
Burns Brothers, on about the same amount of business, ranged from 37H
to 36i.
United Motors showed a firmer tone, ralljitig from SI" to 32.
Wright-Martin showed a heavy tone, with sales at 98 to 9H, the lowest
price touched in some time.
Some ot the oil stocks were active, with most Interest attached to the
continued absorption of Stanton Oil which last week brought in a new
well, making forty-three wells now producing, and Is expected to bring
in another well net week.
Houston OH showed strength In the early trading, advancing from
70 to 81. Glen Rock was quiet, with sales at 3 and 3. Pierce Oil
sold at 164 and 1CV4. ,
Business in mining stocks was small and without material change
in prices.

The certificates are secured by equipment, contracted for In 1316, costtng
