A change, which wns apparent In the character of the trading on
the stock exchange with the beglnn'riR of bitolness, became more pro
noumed Jb the da propressed. In the forenoon mam of the steel stocks
were In suppl at concessions., with United States Steel declining about
1 point, although It had been expected that after the upward moement
last wetk btlll higher prkes would be established todu. and 'other bteel
Industrials, with the CMeptlon of Midxule and Ciuclble. ticttd in the
same manner
The two stocks named for a time wi'ie influenced by pool manipula
tion md made substantial gains, but the pool effoit s-ceased within a
short time, and they, too, joined in a downwatd moement.
Soon after middaj the return of Sttretaij MeAdoo to Washington
was taken on as o signal for aggresshe bujlng of all the lalhoad
stocks, and, although the room assumed that strength in those Issues
was due to i belief that railroad contracts satisfactory to the toads
would soon be submitted, the general feeling was that buying had been
concentrated in them because the.v are tssentiallj peace stocks and
that the progress of the Allied offensive Indicated a termination of the
war within a calculable period x
The gieatest advance was made in St Paul preferred, which tost
more than 3 points to nboe "S Uut man other tallroad stocks mined
up fiom 1 to 3 points, with the buvlng accompinied at times b a good
deal of enthusiasm and leports were i uncut that prominent abnking in
teicsts weie large sellcib of industrials and hiaw bujeis of lailioad
shares
The speculative clement on the Street qulckh joined in the buIng
of the lailroad issues, helping along the upwaid movement in those
stocks
The feature of the bond maiket was the continued demand for 1.1b
ertv 3s, which sold at a new high tecord of the ea rot 100 06 Ohter Is
sues were hea, the 4'4s langlng from 94 04 to 03 U4, and the second
Libei tj 4s dropped from 03 CO to 95 30.

around Saturday's closing quotation of 28, while changes for the rsmalnder ,
of the list were mixed. At one time the certificates advanced fractionally n
above that level, and then again they were off a trifle, but the majority of t
transactions were without losses or gains In the price,
There was an Indication of weakness and unsettlement before midday, "
which was attributed largely due to early losses on the big board, but when
that market turned upward there was lmproxement here also.
The recent strength of Rapid Transit certificates, which on Saturday
forced them up for a two point advance, has brought about wide discussion
in the Street, and the opinion Is quite general that it forshadows an early
and favorable report from the .Public Service Commission on the lease be
tween the city and company of the new highspeed lines. Unofficially it bJtwani
reported In some quarters, usually well infromed on transit affairs, that a
decision will be handed down a week from today.
General Asphalt, although not shovvnig much activity today, took a down
ward course and was off 1 points, Lake Superior was unchanged and United
Gas Improvement, Electric Storage Battery, Mlnehlll and Insurance Company
of North America were taken at their previous close prices also. Philadelphia
Electric yielded U and Warwick lion was off a trifle.
Railroad issues, following their Improvement In New York, diie to tho
return to Washington of Director General MeAdoo and the belief that -the
agreement would be In the official's hands soon, advanced here also. Balti
more and Ohio gained , Rock Island was marked up 1 point, Pennsylvania,
a fraction, Reading more than 1 point and New Haxen V4.
Steel common showed a fair amount of activity and was lower most of
the day, although It did not show weakness. Baldwin Locomottve, on a small
sale, declined .
The bond division showed more momentum than It has for some time,
whlth Philadelphia Electric first 5s leading und selling unchanged. Lake
Superior Income 6s were active also and, after selling up 1 per cent, they"
were unchanged. Liberty Loan Issues were not dealt in on a large scale, butN
showed a firm undertone.
