Steel common ivas about the only Issue (o attract any attention. It was fairly active when compared with the general list, nnd. In line with the early position on the big board. It was firm, but later yielded slightly. Cambria Iron, on a small sale, advanced 1 point. Lake Superior Cor poration opened unchnnged, but closed oft Vt, Lehigh Valley was unchanged. Pennsylvania gained a fraction, while United Gas Improvement yielded Vi and William Cramp lost , which was recovered at the end. The activity of Liberty Loan 4Vis was tho feature of the Government bond market. The 3V4s jlelded to 99.50 and the second 4s dropped to 93.10. Pennsylvania Company consolidated 4s, due In 1960, declined 6 per ccntj. to 95. The York Railways' earnings statement for June and seven months, w hlch come out today, showed gross returns of $83,009 for the month, a gain of $644 over the corresponding month of last year, nnd net income of $7124, n decrease of $7432. For the seven-month period the gross was $630,784, an increase of $24,622, while the net Income was $114,363, a decrease of $17,339. The company has made plans to lhcrcase fares this month on the York city and suburban lines, and It Is probable that there will be Improvement In the net showing hereafter. The decreases In tho profits have been due to increased taxes, general expenses and Increases In wages. Omcials of railroads operating eastward from Chicago and St. Louis re port a steady volume of tonnage which engages virtually the entire capacity, of the roads. There Is no particular feature to the tralhc situation, other than that which has prevailed during recent months, except that tho distri bution of freight Is perhaps more evenly taken care of since Government control has obtained than heretofore. Business n the Industrial sections covered by these roads Is In a fairly healthy state," except that there Is a general shortage of labor, which cur tailed activity In certain respect. Ofllclals of southern roads report that tonnage Is considerably larger than a ear ago, but because of existing railroad conditions they prefer not to glve the actual percentage. Business In the South Is active, and during the ivar period this order of things Is expected to prevail at least. , GOSSIP OF THE STREET BROKERS FIND IT HARD TASK TO EXPLAIN LACK OF "PEP" SHOWN BY STOCK MARKET Bamett O .1 (7... Reasons Ascribed for Inactivity Fail to Account for Lethargy, Except That Old Standby, "Tight Money." Gossip of the Street TT WOULD be hardly possible for the stock market to he less actlv than It was yesterday. Reasons to account for such "lack of peri." as one broker described It, don't explain any longer, and for that reaeon they are not advnnced. The one which seems to hold best Is the old standby which has been paraded for some time past, "tfghti money," and conversations with brokers seem to bear out the truth of it. That we are In a rising market seems to be the generally accepted opinion, nnd with a continuation of tho present war news prices ere r-Npected to advance. Speaking about the Inactivity of the rails recently,, a downtqwniw broker said he did not expect much activity In rails until the raUroad5 (nntracts are signed. "And see If they don't have them completed and sUned Just before the net Liberty Loan campaign, so as to give the mai ket n boost nnil ci eate a big demand for Liberty Bonds," ho added. There was some tnlk jesterdny nmong bankers over a statement pub lished in at least ono New York paper calling attention to the fact that in the New York Federal Reserve district 540 banks and trust com panies were "slackers" In the purchase of the third series of Treasury,' certificates of Indebtedness. The statement closed with a lot of sta tistics showing the total number of banks and trust companies In the subdivisions formed In New York State, In twelve northern counties of New Jeisey and Fairfield County. Connecticut, all of which aro In the New York Federal Reserve district. Reside the figures representing these totals wero placed the figures showing the total number In each of these subdivisions subscribing to this Issue of certificates. The difference, of course, represents the slackers In addition, the totals of the banks and trust companies In each county In New York State which have equaled or exceeded their (;uotas on this third Issue, and also on all three Issues, were given. Some bankers were wondering If a similar statement would be Issued for the Philadelphia Federal Reserve district, but It was dis covered this Is not likely, at least for the present. John H. Mason, president of the Commercial Trust Company, who has charge of the sale of these Treasury certificates through his appointment by the Ad ministration, Is out of the city temporarily, and until his return there- will be no figures available on this matter. It was learnedthat Mr. Mason is engaged in a very necessary campaign of education with banks throughout the State, which Is bound to result in success along the lines of the future sales not only of these certificates, but also of Liberty. Bonds and other governmental securities. Financiers Deem Lloyd George Speech Injudicious There was no divided opinion In the financial district among those interviewed on the subject of Lloyd George's economic threat against Germany in the speech which he made on Thursday before the National Union of Manufacturers In England. That It was most injudicious at " the present stage of the world war was the unanimous opinion, and sur . prise was expressed how he could so far forget himself as to hand over to the Germans such a weapon which they can use on the people at home in corroboration of what tho Junker party has been maintaining right along. One broker said such a piece of blundering might be ex--cused in one of the Prussian Chancellors, whose blunderings have been notorious, but In Llod George It was not excusnble, nnd coming right on the heels of the Lansdovvne note was not calculated to inspire tho peoples of the Allied nations' as to the clearness of thought and alms on which they have prided themselves as the Inherent qualities of their leaders. A well-known banker in commenting on Lloyd George's speech said its redeeming feature was the qualification with which he prefaced It, namely: "We must necessarily, in whatever policy we proclaim, keep in touch and be in complete accoid flrst with our dominions and second with our allies." ' "But at best it was a mistake at this time," he remarked, "and et it Is possible matters may yet shape themselves so that the people who have been the sufferers by this senseless world war may demand some such plan as a matter of retributive Justice." What About That Potash Shortage? A well-known broker in the downtown section asked yesterday what had become of all the fuss about the shortage of potash, by'whlch Germany, who then held the world monopoly, hoped, to starve the United States. It was widely heralded about the beginning of the war, he said, that in less than three jeurs the soil in this country would cease to produce crops, as by that time all the potash already in the soil would become exhausted and there was no place to turn for a fresh supply except Germany. It Is beginning to dawn on some people, he said, that all this talk was German propaganda; otherwise, how shall we account for the record-breaking crops this jear In the United States while the accounts from Germany, with all her potash, say tlie crops are away below the average? Another feature In this connection, he said, is the great Increase liv, the Virginia-Carolina Chemical Company's earnings for the fiscal year ended May 31 as compared with the same period in 1917. This concern Is engaged largely in the manufacture of fertilizers of which the German potash formerly formed a part, continued this banker, and it would seem that the company's sales speak for themselves. There has been a large amount of potash taken from lakes In Nebraska, and now It appears the monopoly on which Germany had hoped, after the war, to build up a large part of her shattered fortunes is threatened by ? the discovery in Spain of a better grade of potash in much larger quaa-'. .... .I.-..
