"Expects Boom in Oil With Return of Peace
In speaking of tho possibilities of the oil business when peace is
l,( declared, a well-known broker said yesterday that he expects virtu
ally all oil stocks to take a boom when that tlmo arrives. In fact, ho
went so far as to intimate that they would bo among the most active
securities after the war. One or the reasons he advanced for his con
clusions was tho great change which wilt then bo mado in methods of
j,t transportation, no claimed mat already many or tno Dig transporta
tion lines were making contracts with the largo oil companies with a
view to substituting oil-burning for coal on many at tho ships now
lls in commission and on which it would bo next to Impossible to make
tho cliango under present conditions.
Ho nlsty said that many of tho huge fleets now being built in American
shipyards are being constructed with a view to burning oil as a fuel,
and many others will bo "snvertcd from coal burners as soon after
the war ends as practicable
i Ho called attention to tho increased employment of tractors on
- the farms, not only In this country, but in nearly every civilized
country tho world over. Next ,to Iron and steel, ho claimed tho demand
for oil will bo greater than any other commodity. He said he was ad-'
vising ills clients to hold on to any good oil securities which they had.
Allays Fears of Excessive Taxation
Tho splendid report of earnings of tho Republic Iron and Steel
Company at it late of $37.76 a share annually on its common stock, after
., making a most liberal deduction for taxes, on tho assumption that the
tax on profits would bo largely increased by pending legislation, will do
much to allay the fears of thobo who feared that industry was going to
suffer through heavy taxation.
This report is all the moie remarkable when it is remembered that"
in two of the five ears from 1911 to 1915 tho company earned nothing
on its common stock and in 191.1 the best of the five-year period
it earned only $0.49 on its common stock.
Profess to Sec "Politics" Behind Wire Seizure
Under oidlnary circumstances the taking over of Vho telephone
and telcTaph llnoj by tho Government would bo a one-day topic in the

approval of tho Adnilulstiation's action as a thing which was inevitable,
but as time wears on one hoars whispers of "politics" in the. matter

ordinary lioiiM'holder with n party line phone would find that telephone
service was under (iovcrnment control would be an Increase in rates. "Al
ready," ho said, "the brokers are being charged too much for private wires
and I don't anticipate that tho burden will be made heavier, but I am
fearful of the quality of tho service we will get."
On tho other hand, some bankers and brokers were inclined not
'to pass judgment till the plan had a fair trial. Some of these said
the fact that there would bo an incrcaso in wugs to tho employes
by tho Government would likely result in better service.
Tho proposed cliango in tho manner of accounting by making the
postmasters in every city In tho country tho fiscal agents was also
tho subject of Mima adverse criticism, many thinking that while It
might woik all light in Kuiopean countries it would not do so here, or,
as ono banker put it, "Many a tiling that is considored a success In
Kuropo would be Hit own asldo as a failuro in this country."
Pcnn Seaboard Declares Larger Dividend
A dividend of 1 per cent has just been declared by the Penn
Seaboard Steel Ci rporation, instead of tho usual quarterly dividend
of 1 per cent. Tills action was forecast in this coluoin about ono month
ago. It is said that the outlook for this company is exceptionally good,
notwithstanding the anticipated heavy taxation for industrials. Tho
company owns and operates three principal plants located at Chester,
Pa., New Castle, Del., and New Haven, Conn.

Lieutenant Thomas New-hull, of E. B. Smith & Co., who went to
Europo somo time ago, was seen on Chestnut street today.
California Commission Renders Noteworthy Decision
In their latest weekly letter Henry I.. Doherty & Co. say:
"Probably tho most noteworthy decision on an application of a public
utility company for an inciease in rates was that rendered by the Cali
fornia Railroad Commission In approving advances In gas and electric
light and power rate schedules for the Paclllc Gas and Electric Company.
"On electric rates tho California confmission approved an advance of
one cent a kilowatt- hour on all energy sold for lighting service, in
cluding domestic, commercial and municipal metered bervice; two mills
' a kilowatt hour on all energy sold for power service, including heating
It nnd cnokinsr: 10 tier cent advance in monthly bills on all energy sold for
municipal lighting; ono mill a kilowatt hour increase, on all energy sold to
electric railways; ono mill a kilowatt hour on energy sold to all other
r electric corpoiations.
"In the city und county of San Francisco an increase of ten cents a
thousand cubic feet of gas was approved. In other territories served by
tho companies various advances were approved in gas rates, including
somo meter charges of fifty cents a month, and nlso surcharges of ten
: .,- cents a thousand cubic feet on all gus consumed in addition to tho rates
placed in effect."

According to his high officer, he was n
witness of women having been manacled
to guns which they had been taught to
use and commanded to sene.
The colonel also told of largo numbers
of minors of sixteen and fifteen, and even
fourteen years of age being among the
prisoners.

sions to make sketches and also to gather i
material for short stories.

was sincere," she said, "they were very
