the war Industries board in Washington
on Thursday, the belief was firm that
some announcement would be forthcoming.

( reason was ascribed for postponing the
meeting, and the fact that no definite
-date ha") been set has caused much
peculation in steel circles as to when
this matter will be finally out of the way

learned. Is still "in the air " The Bethle

The week ended In Wall street with most of the room traders dis
posed to close out long stock nnd go home with the even hooks over
Ruml.iv. This selling was enough in the narrow market to cati-e tic
cllnes of around 1 point in ninny stocks during the first hour of business,
but after tho professional liquidation wns completed the market steadied
Itself and in the last hour bus'lness was quiet nnd fluctuations even In
the lending issues were of etiemely narrow tangc
United States Steel opened with n slight advance at lOSi, from
which it icacted to 107, with a slight rally bcfoio the close from that
low level.
Xoarly everything else In which there is speculative interest followed
I'nlted States Steel closely, making gains In the Initial dealings, and, after
the moderate lecessions, .showing a -allying tendcnc.v.
There was no disposition to use war news as a basis for maiket
opetations on the hull side, nnd those who often have much to do with
causing advances kept out of the market altogether, letting It take caio
of Itself while the .selling was in progress.
There wns a special movement in neticrnl Motors, that stock, which
was one of the weakest features vestcrday, .selling down moie tlmn C
points to US. This movement was later explained by tho announce
ment of Washington that the capital Issues committee had approved
the Generals Motors plan to issue new stock for the purpose of absorb
ing Chevtolct This means that all the' Genet nl Motors shares held In
the-Chevrolet treasury will be teleased anil that the Inctcnso in capital
will also be-udded to the amount listed on the exchange.
Wabash "A" preferred was weak also, falling l'i to SS's, the lowest
pi ice at which that stock has sold in a long period.
Speculation Lacking in New York Market
In the face of highly satisfactory reports from
for securities had displayed nn unsettled and wavering course in
Wall .street this week. So far as .speculative activities nie concerned,
it would not be entirely accmatc to .say that a stock maiket actually
exists. Operations of this character have been ne.ulv negligible. The
daily transactions appear to lepresent mere evening up of accounts and
theie has been nothing In the dav -to day developments to suggest in
vestment hujing.
The taking over bj the Government of the telegtaph and telephone
wires, which will officially go into effect at the close of the month, has
not iesulted in the sale of securities of these companies to nny pto
nounced extent. There has been some misapprehension, it appeals, as
to the teuns on which tho lines nre to be continued; but even this has
not encouraged liquidation owing to the undercunent of belief that tho
Administration will pursue a completely fair policy in its dealings with
security holders.
IXpeiienco with the railroads has afforded a practical demonstra
tion of what may be expected In this direction. In tho case of tho tians
portation lUies the real effect has been to guarantee the securities nnd
assure stockholders of a continuance of dividends and In turn the main
tenance of interest on the bonds nnd of the ability of the lallroads to pay
up their bonds and notes ns they mature.
