House Ways and Means Com
mittee Prepares for the
Next Issue
Washington, June 58. ,
In preparation for the next Issue, ex
pected In October, nnd to provide for a
subsequent Issue when necessary, a bond
bill authorizing 8,000,000.000 In Liberty
Honda In addition Ho all heretofore au
thorised, has been framed by the House
Wavs and Means Committee. Authori
zation Is outstanding for $1,000,000,000
In bonds, and the nert Issue probably
will be around $6,000,000,000.
Besides authorizing $8,000,000,000
more bonds for domestic purposes, the
bjll, whlcli was approved by the commit
tee for Immediate report to the House,
would authorlre $1,60,000,000 more for
loans to the Allies, Increasing the total
provided for this purpese from $6,500,
000,000 to $7,000,000,000. In transmit
ting the tentative draft Secretary Mc-
Adoo stated that advances to the Allies
for July, August and .September had
been estimated at $500,000,000 monthly
and added:
"Loans to the Allies have fallen con
siderably below that figure and the ad
ditional approbation would, I hope,
carry us through the early winter."
"Larly enactment of the bN submit
ted would put the Treasuny In a posi
tion to make plans beforehand for the
fourth Liberty Loan In the fall," said
Mr. McAdco. "This authorization Is
greater than would bo Issued in the
fourth loan, but If the practice which
nn Arbor. Mich.. June 28 SpeaUng1 as adopted successfully In the third
loan 01 minting niioiineiiis in iuu upon
alt oversubscriptions is followed it will
be necessary to have n substantial mar
gin to cover nny possible oversubscrip
tion "
L'ndet the new bill only banks and
trust companies which are qualified Gov
ernment depositories would be allowed
to take subscriptions for future loans.
Mr McAdoo stated that failure of .some
banks that had taken deposits for loans
had created great hardships In some In-
Wnoil Predicts Long War
at the reunion of the alumni of the
University of Michigan. Major General
Leonard Wood said- "Don't look for
the end of the war till It comes Xo man
living can tell how long that will be.
The end must not come till we have
won." Other speakers at the meeting
Included M. Stephano Lausanne, editor
of Le Matin, and Sir Itobert K.ikoncr,
of Toronto
ury to tho Government depositories.
Another provision of the bill would ex
empt bonds taken by foreigners from
excess profits and Income taxes.
