Leading stocks continued under pleasure nil through the forenoon,
with the market generally following United States Steel closely. That
stock, after selling at 109, declined to 107'i. with most of the supply com
Ing In small lots and without nny significance to the trading, which was
In i Rely of a professional character.
This action was disappointing to the speculative element us news
on the Russian situation was expected to cause a better tono to the mar
ket and many of the room trnders thought It would open at least 1 point
higher.
Because of ther ecesslon which followed the open they regarded the
situation us disappointing, but ns a mutter of fact there was no change
of position by the leading interests, except that buying orders were not
put In the market by them when the belling was In progress.
Many specialties, however, were strong when the standard Issues
were weak, with Butte-Superlor attructing nttentlon by the vigorous
buying which came in response'to news of the favorable decisions which
released the funds of the company that had been tied up by court order
since last year.
This buying carried Butte-Superlor up from 25 to 2Di.
Crucible Steel was also strong In the early trading, ndvanclng over
1 point to 70 i, and, after reacting to 09, It rallied to 63 .

Stock prices were Inclined to lower levels In today's early trading on the
Philadelphia exchange, In line with the trend right after the opening on the
big board. Lake Superior showed the greatest amount of activity, and until
the end of the first hour Its price was unchanged, but the lower price recorded
hy United States Steel then had a weakening Influence and the local leader
reacted a fraction.

Philadelphia Electric first 5s were again in good demand and led trading
in the bond division, with a block appearing toward midday at 95, as against
934 last night. Liberty Loan bonds were inactive.

Trenton, June 28.
A temporary organization for purposes
of representation at Washington during
the consideration of any legislation af
fecting their Interest was effected by
State bankers of New Jersey In conven
tion here. They also went on record In
opposition to the guaranteeing of depos
its in trust companies, State and savings
DanKs. Delegates to tne national con
vention of the organization, to be held
In St.. Louis July 16, xx-ere elected.
During the discussion subsequent to
the formation of a temporary organiza
tion the delegates indulged In severe
criticism of the national organization of
national banks, the claim being made
that the State and trust company sec
tion of the association cculd not initiate
any legislation unless it received the
sanction of the administrative council,
which. Is controlled by members from
national banks.
It was declared that the State In
stitutions should form an organization
to look out for their own Interests. In
this connection It was, asserted that ,
State rights xvere being gradually -wiped
out and that in .a short time State
banks would be in the same po&ttloi,
thus resulting In trust companies and
State banks being made an appendage
to Federal Institutions.
While the feeling predominated that
a separate organization should be
tormed, it was based largely upon the
Impression that the State Institutions
were not getting a fair show In 'Wash
ington. Opportunity was taken to make
It plain that there xvas no effort to.
create nny antagonism toxvard the na
tional association of national banks'.
One of the delegates said that all the
banking brains xx-ere not lecated hi
Washington nnd that, therefore, all
financial questions should not J left ,
to the discretion of ono or two 'men
at the national capital.

ASK MINE BONUS PENALTY
Operators Urge Closing of Thoie Vio-'
lating Administration ..Rules
Washington, June 28, The fuel ad
ministration has been urged. by 150 coat
operators of central Pennsylvania, meet
ing here, to close down any mine per
sisting in the practice of paying miners
a bonus or otherwise violating the Wash
ington wage agreement or the regula
tions of the food administration.
The action of the operators xvas taken
on the warning of fuel officials that the
bonus system threatens to unsettle the
labor situation throughout the soft coal
fields. A resolution was adopted pro
viding for a board of five members, com
posed of members of the association "of
bituminous coal, operators of central
Pennsylvania, which will bo charged
with the task of trying offending opera
tors. Its findings will be subject to ap
peal to the fuel administration.
The membership of the board will be
determined by a vote ot the operators,
and letters xvere sent out through the
Pennsylvania field tonight asking tor
suggestions.

London, June 27. Three German
aviators, killed in night air raids on
London, hax-e been burled with military
honors in two .village churchyards near
here. They were killed Sunday, Map
19, and were burled three days after
ward, while InqUests over bodies ot their
victims were being conducted In London.
In one churchyard two Germans were
burled with military htTnors. At an
other cemetery services xvere held over
the body of a German aviator which bad
been found In the wreckage of his flying
machine. The casket, covered with- .a
German flag, was conveyed to the bury
ing ground on a gun carriage, followed
by officers and men of the royal air
force. Allied aviators flew over the
churchyard during the ceremonies.
