America's second great draft lottery
fixing the order of liability to military
service to alt young men who have be
come twenty-one since June 5, 1917,
was completed In record time, without a
hitch -In the. Senate office building to.
day. 7
The drawing, started by Secretary of
War Baker, who drewnumber 246 at
8:86 o'clock, was finished at 11:40,
Curing the two hours and four minutes
taken up with the drawing 1200 cap
aules containing the order numbers were
drawn from the glass globe.
The second number was drawn by
Senator Chamberlain, chairman of the
Senate Military Affairs Committee: the
third by RepresentatUe Dent, chairman
of the House Military Affairs Committee.
They were fellow ed by Senators War
ren, Representathe Kuhn, General
March and General Crowder, each of
whom drew one capiule.
"" The drawing from there was taken up
by "Major nillj" Wellborn, girl assist
ant to General Crowder, who continued
the drawing until the lastvcapsule, con
taining number 225, .was taken from
the bowl.
Lottery Unmarked by Delay
None cf the delay and checking back
for error that lnUrferrcd with the first
lottery was In eldence today. Lessons
learned jhere were put to good use In
the second lottery.
rMJturaliC4wder),refaced the draw
in; with. a few sentences explaining the
purpose at the lottery, but Secretary
Baker stepped forward and was blind
folded to draw the first number without
a word. The only delay was that occa
sioned by the taking of official pictures
by khakl-clad photographers.
Secrefary Baker drew the first num
ber, guests drew seeral more and then
Miss Wclborn continued the process.
When the drawing was ready at 9:30
a. m. It was estimated her task would
be done by noon.
"I'd like to see all the boys called
by each number," she Bald as she stood
near the big bowl beforo the drawings
htgan. "I'd like to wish each one of them
good luck. They'll all come back I Know,
because American bojs can't lose a
fight."
Numbers In GUis Capsules
Each number was contained In a
black capsule. An attendant split open
the capsules as Miss Wellborn picked
them up and they were announced and
verified by two men. As fast as pulled
the numbers were listed on a blackboard
and on permanent tally sheets.
Ranging from 1 to 1200 the numbers
correspond to numbers assigned by
boards- in the latest draft registration.
Men thus drawn go to tho foot of Class 1
,nd will be drawn before the close of
the -year, according to present plans.
The drawing today, though It Is be
inr watched for eagerly, Is not of such
supreme importance to the new regis
trants as last year's drawing was to
the men then registered. Millions were
registered before the first drawing,
which determined to a large extent the
order of liability to service.

V Since there are less than a million

are not married the bulk of them will
be placed at the bottom of the lists ot
, Class 1 in their respective local draft
districts. All able-bodied' men without
dependents and not engaged in essential
Industries will' go Into this class And
since almost all the old registrants of
this class have been called to service
all the new men In It are virtually cer
tain to be called before the 5 ear Is over
and go to camp unless disqualified or
disabled.
It is estimated that by January 1 all
but about 2000 of the Class 1 men. in
cluding the new registrants whose num
bers aro drawn today, will have been
called to service.

Two steps with regard to Russia are
likely to be taken by this country or
by some of the Allies In the near fu
ture. One Is a strengthening of the
Allied force at Murmansk. At that
point a small landing of Allied marines
was made some time aco. And news
comes from Russia that German and
Finnish armies are slowly advancing
toward tho Murmansk railroad evi
dently with the Intention of driving
the Allies out of Murmansk and tak
ing possession of this one Ice free Arc
tic port of Russia.
Possession of Murmansk Is of impor
tance to both tho Central Powers and
to the Allies. It also Is important to
Russia, since, as Gcimany has par
, titioned the former emplro of the Czar,
lit It the only western port left to the
Russians.
J To the Allies it is Important to hold
the poi t because If the eastern front Is
ever reconstituted, whether by Russia
i herself or by a combination of the
Allies, It Is Important to huve railroad
communication with this front by the
way of European waterr An eastern
front will have two railway lines with
ice free waters behind it if Murmansk
Is held, a line from the Arctic and the
Transslberian Railway from Vladivo
stok. Without Murmansk onlv the
long communication across Siberia
will be available.
German's Empire Dream
To Germany Murmansk means a
port in European waters across which
does not lie the Mole of the Biltlsh
Isles. The pieseut dream, of Germany
is of an empire which extends from
northeastern Europe into Asia and
Murmansk is one end of that empire.
Moreover, Murmansk is Important to
Germany for submarine operations.
The possession of it gives an addi
tional .submarine base and one not
easily watched by England. If the
Allied plan of bottling up the North
Sea succeeds, Alien a submarine base
at Murmansk would be of Immense
consequenco to Germany, i
It Is of'equal consequence to the Al
lies, toirevent Murmansk from falling.
Into tho hands of the enemy. Therefore,
intervention on a more extensive scale
than that already existing at Murmansk
Is to be expected and a genuine contest
will ensue for the possession of this
Arctic port.

Russia have Invited Allied support, have
co-operated with small Allied forces at- I
