Private Banking Interests Believed to Be Among Largest
Purchasers of United States Steel Common.

There were all sorts of answers, mostly putoly speculator, nml ner
and over again another question hub added, "Who has got the money
to buy Steel at such prices and In stioh large quantities so soon after the
Close of the Liberty Loan campaign?"
There were some who attributed the heavy buying to n group of
Western men who, before the days of price-fixing by the Uovcrnment,
hd been heay speculators In wheat. Others said that ecitiiln w ell
Known operators In cotton, whose activities on that market had been
curtailed, were finding an outlet for their pent-up energy on the New
Tork Stock Kxchnnge.
There yaa another view taken by broken wlm are nlajs In c!oe
touch with Wall street, and that was tint the elzc of the lots Haded In
were too largcfor any one Individual nnd that some of the private bank
ing Interests were, umong the largest purchasers. Thcie were a few
brokers who held that the purchases were made In many lnstanrc for
foreign account, and It whs explained that many private banks In the
United States hold large nniountu of Mocks for foreign Iniestois, as
trustees: that dividends on thee stocks hale accumulated recently ami
these accumulations arc now being lnested. This view did not lecelve
Much support, as It Is belleied the amount of securities beld as aboic.
for foreign Investors is a very mnall amount comparatively, and that
the accumulated dividends would cut u very small figure In transactions
of the magnitude which lme taken place on the exchange durln? the
last few days.
To n majority on the Street, however, the nijstery of Steel was solved
with the announcement by Judge ;ary, chairman of the board of the
United States Steel Correlation, that It Is about to build for the Gov
ernment the greatest ordnance plant in the woild--not a munitions
plant, as some would have it.
It 1m rumored that the capacity of this proposed plant may equal
la size the Krupp plant at Kssen, the Skoda of Austria, the Creusot of
France and Woolwich of Kngland combined.
Even this statement found very little favor as to the leasou for the
Price of United States Steel common, as It was haid the proposition Is
too far in the future to have any effect whatever on tho present market.
Cabinet Crisis Settlement Helped Market
It may be that the favorablo news which came fium the lltiropean
front yesterday, combined with the clearing up of the threatened cabinet
crisis In England In the favorable manner so gene'rally anticipated hole.
was accountable for the buoyant tone of tho stock tmiiket. as thsie
itemed to be no happenings of domestic Importance sufficiently great to
produce such results.
Many brokers expected to see a lecesslon of prices on a number of
the leading stocks during the half seshlon today In the way of profit-taking,
but nearly all believe the market will revive again veiy rapidly. There Is a
general bullish feeling In the financial district ns regaids present nuiket
conditions, and the majority opinion Is that there Is enough latent
Miength to carry the market upward for some time vet. It Is acknowl
edged b.v t.onie In close touch with Wall Rtreet that there Is a large short
Interest there, particularly In United States Steel, and the present cam
paign is Intended to drive them to cover, with the usual results.

Contrary to expectations, tho majority of a number of bankers nnd
biokers who were asked If they thought such a move would have an ad
verse effect on financial conditions expressed the opinion' that they did
not, One said such a move was expected, hut no one seemed ery en
thusiastic over the matter, especially as Senator Hitchcock made tho
announcement a few das ago that there would bo no new tax laws In
troduced at this kesslon. Of course, the matter will be tho subject of
considerable debate before an thing Is decided, but as a banker re
marked, when Secretary McAdoo makes up his mind that he wants some
thing he usually manages to get It.
In Its application to the Philadelphia Stock Exchange to list its stock
the United Oas Improvement Company gives some Interesting data. The
company was originally Incorporated ns "Union Contract Company" under
a special act of tho Legislature of Pennsylvania approved December SI.
1870. The present comparfy took over the business under date of March
SI, 1S89.
The application gives data covering the companies In which United
Gas has a majority Interest, also a minority Interest, and tho locution of
plants In which It Is Interested and communities served. As a minority
stockholder It owns $22,450 of Philadelphia Electric Company.
Of the $20,999,600 stock outstanding of the Public Service Company
of New Jersey, United Gas owns $10,612,700. Tho company held $86,750
of the first Liberty Loan and $300,000 of the second loan.
Securities held December 31, 1917. In sinking fund established to
letlre tho Investment of the company In the lease of tho Philadelphia
Gas Woiks at Its termination December 31, 1917, amounted to $6,942,000.
Of the Welsbach Company the United Gas owns $1,127,000 of tho
Jl.225,000 preferred outstanding and $1,969,700 of the $.1,500,000 common
outstanding. Of the $0,895,000 collateral trust mortgage 5s lnued b.v tho
coinpan.v, United Gas owns $320,020 nnd thcie Is held In sinking fund
$4,176,400. '
