ing strong from the opening. The scarcity of offcrlgs was so pronounced
ns to bo a subject of general comment, and tho bears Joined In stating
they had no stocks for sale;. This scant supply mado the market quickly
respond to a moderate accumulation of buying orders over Sunday, with
western who houses Important factors nnd causing advances In nil the
active Issues.
Generally tho tone was based on a confident belief that developments
on the 'rench battlefields would take a distinctly favorable trend within
a short time, and this confidence was more fully expressed In tho scant
supply than In buying orders In substantial volume.
Tho steel stocks were generally Influenced by a belief that Govern
ment requirements would force finished steelmakers to Incrcnso their
output materially, and a belief prevailed that a statement of tho t'nltcl
States Steel Corporation for tho thren months ended March 31, to bo
published tomorrow, would show n. pronounced Improvement In the
operations of that corporation during tho month ot Murch.
United States Steel made nn advance of to P.V.S. coming close to
the high record of this movement, and other vieel industrials. Including
ltaldwin Locomotive and Bethlehem Steel "II," made about the same gain.
Corn Product reflected continued nli-sorptlon. advancing 1 1 to "0'2.

Turkestan, Rumania and Finland.
It is Intended to mganlze. a union
of all exporters In these countries who
had pre-war business relations with
Germany and to exclude neutrals who
deal with Kntento countries from all
products handled and from ull com
ineice with the Central Powers.
It Is purposed also to organize a
boycott and undormluo the financial
and commercial position of pro-Kn-tente
neutrals and to form in the
Central Powers a commercial bloc
which will include friendly neutrals.
Officially tho combine will liquidate
one year after peace is signed, but
will continue unofficially.
