aiit the' most successful drlvo yet unilcrtrtUen by the Covcrnmcnt.
Thus far tho record shows that only about 4,000,000 persons havo
subscribed to tho bonds, nnd tho goal set places the amount at 20,000,000
I rjbscrlbers, which flguro It Is earnestly hoped will bo realized.
On rrovlous occasions much momentum has been Rained In tho third
t.nilfourlh weeks of tho Liberty Loan
present campaign, viewed front tho
Mlevlns that such will bo tho case
1 The tendency oi mo uum. inainci uirougnoui mc insi ween was one
? tf rising ciuototlons, although thcro were, of course, tho usual number
J e( declines as compared with tho closing quotations of a week ago.
' jje josses, however, were In tho main not large, while some of the gains
recorded reached as high as 1 or C points. Trading throughout tho week
! tu extremely narrow nnd tho most gratifying feature of tho situation
vJa thla respect was the conspicuous absence of any selling piessurc.
A decidedly fctrong undertone Is shown in '.he short-term note market,
' (.'though transactions aro fcmall and unimportant. Tho demand for tho
lest Issues continued good, but only a small amount of notes wcro avail
able at anything llko tho normal market quotation.
One prominent dealer said that with tho nppcaranco of any substan
tia buying orders In tho market prices would advance considerably,
I whereas In the event of heavy selling orders appearing thcro no doubt
i fould bo a dccllno of equal proportions. In this connection ho polntod
. cut that the market Is to narrow as to be easily lnducnccd In cither
' direction.
Ihe Trade Acceptance
Discussion of tho trade ncceptanco ns tho most potent vehicle for our
, trade, both domestic and foreign, especially after tho war, still holds
' the attention of many bankers and business men. Albert Hroton, vlco
president of tho Guaranty Trust Company of Xcw York, In speaking on
this subject recently, said:
; "To continue to hold tho commercial nnd financial supremacy we
Uve gained through tho war our merchants und manufactuiers must be
come thoroughly and practically acquainted with the financial machinery
i for marketing and distributing their goods both nt home and abroad.
"One of tho chief obstacles to tho extensive development of our ovcr
i isas commerce, In fact, has been a. more or less general unfamlllarlty on
f the part of our manufacturers with the means that our banks nfford for
the financing of this business. Another handicap to our progress In the
I lucrative fields abroad, which will bo more important than ever when
peace is established, has been the inability or disinclination of our ex
porters to grant the credit terms demanded by reliable foreign buyers. It
b certain, for Instance, that our exports to Latin America will not reach
. their peak until we extend as favorablo terms ns our competitors.
"Bank ciedit bridges tho gap between the raw material nnd tho fin
. bhtd Rroduct between production and distribution. There Is no mjstcry
and little complexity nbout financing foreign trade. The principles are
the same ns in domestic business. Thcro arc only the differences of lan
f page, differences of currencies and the greater distances."
Tour Millions a Day in Wav Stamps
It took a long time to get the wnr-savlngs stamp system In opciatlon.
; It was hoped that $2,000,000,000 would bo sold the first year, but after
i months of work only ?50,000,000 were s.old. That was only tho beginning.
, Kow the falcs hae reached as high as $4,000,000 a day and homo of tho
' workers look forwaid to a possibility of sales reaching $10,000,000 a day,
r although $1,000,000 a day would be moie than tho savings banks of the
f country formcrlj gained In their deposits.
A banker ras: "Saving for the war Is a cry Mmplc matter If once
''foa can get the education and right spirit. Tho trouble s thul our
people arc so otruagant that they do not count pennies. Any beggar

Uncle Sam and the war."
fkree Kinds of Treasury Certificates
S There are outstanding nt tho present time two different classes of
