TN his Baltimore address President Wilson once more defined
the principles for which we are at war and the only basis
upon which a just and righteous peace can be formulated, and
reiterated our unalterable, purpose to meet the German
challenge with "force without stint or limit" until such a peace
is attained.
The New York Stock Exchange as a body enthusiastically
endorses this expression of our National purpose, and places
its influence and its resources unreservedly at the disposal of
the Government.
The first great duty which presents itself
is to make the Third Liberty Loan the

The Exchange therefore officially urges the patrons of its

dollar in Liberty Bonds. Any New York Stock .Exchange

for, and render, without charge, any service within the scope
of its facilities.
A large majority of the members of the Exchange have also
adopted a partial payment plan which will be of great aid
to many investors, and the. details of which will be exolained
