The absorption of business Into the control of the Government Is still a marked jt characteristic of the xituation, and tnis ts navine an eneci m nearly uii sec tions of the country. Thero urc many Treat problems yet to bo solved before fcjMhe Goernment will find Itself In a po- rs.suion to work out tne problems of dis- -. JUbutlon of various commodities and the -i onipuis or ine creai inausiries oi ais- ?t trlbutlon with facility. n.cj The railroad question Is still a bo- fe rkruji one, In that respect, audi shipping 1$ facilities do not atiuroxlmato the re- tiuirements of shippers nt this time. Ef -iTlie labor situation Is still a disturb fe'). Isk f.ictor. In that in all lines of bust- jounces a scarcity prevails, and the sltua. Rvtton appears to bo n dlfllcult ono to B" handle, not because there Is any seri ous dibturbance with regard to wagos paid, but because It Is Impossible to secure adequate help In order to meet either domestic or governmental rc qultcments. vIn the Iron and steel industry mills are active and, working nearly at full capacity, under former regulation of prices, although the trade is somewhat unsettled by the recent dlbcusslon of further price-Axing. Whatever has been accomplished within the last few days ttji this respect, leading authorities de clare that they are satisfied with what ever action has been taken by the Gov ernment In that direction. Government regulation of oil supplies, similar prlce flxlng as It refers to tho market for fab rics, Is still an uppermost question, and the absence of a definite decision on the part of the Government in these two In rtances caused more of less hesitation and Inaction on the part of producers and distributors. 1ft loading reports of leading western Sr,y,nK,',mes report the heavy movement L&afjtUYCstoclc and a much larger tratMc ..-' I grain, the latter Indicating that ti. 1-.S laterlor holdings of grain are helm- hi.. Today's stock market war. what should naturally havo been cxiicctcd with two hours of business beltiK Interjected between tlio tlnod l'rlday ( holiday nnd Htinday. There was n bejjlnnlncr of pool nrtiitlci in United Clear Stoics, ne. cording to u previously circulated rcpoit of a coining advance, with that stock moving up 2 points to SCfe. Studcbakcr, which had been under prcssuro for some time, showed a better tone, rallying more than 1 point and crossing 11, and thcro was an 'advance of 1 point In Distillers to 41'. Heading again developed strength, with a resumption of tho accu mulation which had been In progress in that stock for some weeks. .Sin clair Oil was exceptionally weak, fulling li to -7as. Tho feature of tho bond market was tho renewed demand for Libert second 4s. Those bonds were heavily traded in again, advancing from SC94 to 07.16. .Sccurili Prices Prove Confidence in Allies With tho greatest nnd most sanguinary battle tho world ever lias seen In progress during the entire week, prices of securities ou tho Now York Stock Kxcliungc hae presented unasrinllublo evidence, lliut Is n"le i Irsplrlng as It Ik remarkable of conlldencn In the final outcome. Kven tm Saturday lust, when It became evident that tho freely adver i tlscd "supremo drive" of the German military machine had begun, thero was no Indication suggesting panicky conditions. Tho news over htinday, on tho surfui'o at least, became even more alarming. Monday's prices recorded additional dips In tho morning, but beforo noon the market straightened itself out and thereafter was marked by ti llrmucss of undertone which was in full accord with the condition of Walt street sentiment. Real Cause of Confidence It is not dlfllcult In attempting an analysis of tho market to reach at onco the real cause of this confidence. Tho Immediate danger point had been tho possibility that the British army would be overwhelmed and defeated by the first onrush of an attack which had been carefully and deliberately planned, had been perfected plated the employment of a force 1 above the capacity of the defenders. But when this onslaught had been British lines could only be bent nnd the financial district and no further scllln Steadiness of Anglo-French Bonds Tho most nvallablo measure of th ncss of Anglo-French bonds and tho Issues. The former gained fractionally oped open strength, though It must be conceded that other Influences, so far as the latter were concerned, were at work aside from the Imme diate effect of the progress on the battlefield. Stocks Must Be in Strong Hands It becomes quite evident from the behavior of the market that stocks must be in strong hands in the hands of persons with ability to appraise Important happenings and not become panic-stricken as a result of merely superficial conditions. As to tho strength displayed by Liberty Bonds, the main Influences have comprised, first, tho comparatively small volume of the new offering; second, tho fact that preparations aro tinder way for the creation of a sinking fund to act as a stabilizer on quotations for all tho Government's obligations. The recent estimates of the amount of new bonds to be offered havo ranged from $5,000,000,000 upward. Of course, the $3,000,000,000 now definitely decided on Is a minimum, since tho Treasury will exercise Its own discretion In making allotment.! on subscriptions exceeding that limit. Tho delay, possibly Inevitable, In completing contracts for war supplies has afforded the Secretary of the Treasury opportunity to bo more considerate In his demands on the people's savings. Becauso of such delay funds are not needed in as large amounts as would otherwise have been required If supplies had como forward on tho largo scalo originally intended. Curtailment in Credits to the Allies Coincident with the cutting down of Treasury applications for funds has been a corresponding curtailment In tho matter of credits to tho Governments associated with our own In the war. The object of such credits, as Is well known, Is to afford facilities to our Allies for paying for war matcriul purchased In this country. But with the freight rail road blockades and delays In manufacture, the volume of such materials available for export has not reached the proportions originally Intended, Hence a corresponding curtailment In credits has been decided upon, to continue In force until a freer movement of supplies abroad can bo undertaken. The money situation is such as to suggest the wisdom of making the call for subscription funds as moderate as possible. Time money is badly needed, but funds are not available for loans with fixed maturities. The money pool Is successfully meeting the demand for funds repayable at call, but the pool Itself, presumably as a matter of policy, Is not par ticipating in lurmsnmg time loans, rnis seems a part of a general plan to prevent overexpanslon In any of our national activities not entirely lllch Alalta Old : t; Alaska Juneau l' Am enn tH Am V & Vy Co ;!(, Atit Uiim'pd... . a I Am Ninriilng. . ?Jli Am Hum Tot.. no Am stl j.'dn . . :t Am Til & Tel. loon Ani, Tobacco..
