pece. Wo have felt tho last two weeks that the present market was not
Juslllled and that vvO should sco considerably loner prices before tho
completion of tho next Liberty Loan. Wo feel this now more strormty
than evertirul believe that It Is n good time to take prollts made during
the recent rlso and place accounts In a contcrvatlvc poeltlon."

ler Bros 4 Co. devote more than a page to what tho term "tho Russian
Debacle," in which they take up the matter In a most exhaustive and
erlous manner. Their solution of tho dlinculty would bo through tho
intervention of Japan. Tho letter says, In' part:
There Is also need of Immediate action by Japan. There should
be no dental of request by Japan for nny honorable grant of terrl
T tory by conquest or expenses for Kb co-operation, via tho Siberian
route, before- It is too late. Us Immediate cutrnncc In maximum
strength Into Russian territory, with Allied pressure from tho Hiiro
poan tide, will do moro to end tho war disastrously to Germany than
by any other courte now In night. 'Failure to act promptly alons
thebe lines wilt prove costly. Germany has been getting her coal
and Iron ore from northern Trance; her tin. lead and zinc from
conquered Serbia and Rumania, also oceans of gasoline from Ru
mania's wells, which U necessary for her submarine warfare, and
she will obtain other much-needed material from tho Ukraine ami
elsewhere in Russia. She gets her ruuper labor for a few cent
a day from Belgian, Polish and Russian prisoners, whom t-ho
drives to work at the bayonet's point, while we paj from ?J to $10
a day for the same labor. Japan can better havo the whole of Serbia
than that tho Incompetents of RueMa as now administered or tlio
barbarians of Germany should hold It. Tho cable should unnmon
Japan immediately to tho performance of her duty.

dtunlta all discussion about Ruf-sla with tho almost stereotyped expres
sion that "Russia has long since ceased to be a factor In tho war. either
as a combatant or financially or economically," Today all Is changed.
Russian affairs have taken on a new meaning. Not that any ono Is
pessimistic, but thero la that feeling of uncertainty as to what Russia
will do next.
Thero is still no Inconsiderable number of financiers who hold on
to tho belief that Russia Is today n much greater menace to Germany
than at any tlmo during the war. When closely questioned It Is found
that thoso have an abiding faith that, after all, tho euro for this, v.ir
madness is going to come from Germany herself, and they wiy the moio
opportunity thut Germany gives, In her invasion of Ilusbln, for tho

Bankers Complain of Scarcity of Money
There Is a great denl of complaint In many ofllces of brokers an '
investment bankers in this city over the t-carclty of money. Ono promi
nent broker, who was complaining, was asked tho preient rate quoted
and replied: "Tho usual IcjjI rate of 6 per cent, but roll can't get tho
money."
Tho reason Is. attributed to tho co-operation of all banks and Innkert.
with tho Government In faithfully carrying out Secretary of the Treas

resources for tho purchase of certificate.? of Indebtedness to bo fitbsc
qncntly converted ito Liberty Bonds. Tills necessitates tho banks keep
ing large amounts of their resources lu liquid form t-o that they cm be
realized on upon very short notice. Under tho method of handling thoso
certificates of Indebtedness the banks are not required upon subscription
. to such Issues to make payment In cash Immediately, but merely grant
book credits to tho Government. Thoe credits uro drawn upon from
time to tlmo through tho Federal Rescro Uanks.
As tho keeping of funds locked up Is i other unprofitable. Inasmuch
as they nro not earning Interest, the movement Is under way among the
tianks to look for repositories for their resources which will offer them
ready availability.

Philadelphia Electric Notes Rise in Price
Tha Philadelphia Electric Company's $7,000,000 two-year note issue,
which was put out at 97?1, was selling yesttiday at 08U.
Many of the houses in tho subscription syndicate, and whose allot
ments were very many times oversubscribed, are supplying their dis
appointed customers with other bonds. This has given the local bond
market quite an impetus during tho last few days.
