He spoke of the provisions already mado for the worklngman In com
pensation for Injutle. for adjustment of wages or compensation for
work, of tho agitation which will como to a definite point after tho
war if not before it Is ended for old-age pensions, of the control by the
Government ot tho lallroads, of food supplies, of coal, shipping, etc.;
of Government price-fixing, of selective conscription of man-power and
tho lrtual conscription of tho money power, for no ono can attempt to
raise more than ?100,000 for business purpocs without a thorough In
vestigation and the llnal consent of the Government.
"I know nnd every one knows that thoe things, which nro 1 evolu
tionary as compared with our "ideas of, Fay, three or four yeurs ago,"
he lcmarked, "arc absolutely noccsary at tho present timo nnd hate
como to us as an evolution rather than a revolution: but when tho wai
ls oer and wo begin u readjustment, It Is a question which only tho
future can decldo bh to what of these, changes will revert to old prin
ciples nnd what will remain with perhaps some modifications.
"There- Is ccrlniu," ho continued, "to bo many grrat change, nnd
perhaps present changed conditions is tho school in which wo aro being
prepared to meet them nnd adapt ourselves to them."
Reverting again to the subject of soldiers' Insurance, he lcmarked
that ho would not bo surpiised to see the llfo insuianre companies pt
tho country at no distant dato under the control and direction of tho
federal Government, Just as tlio railroads arc now, with all their vast
resources safeguarded by the Government.
Changes Suggested in War. Finance Hill
Tho board of govcrnom of tho nestment Hankcr-V Association,
which met In Baltimore on Thursday last, as mentioned In this column,
to consider the war llnanco corporation bill, passed tcsolutions Indorsing
tho general purpose of tho bill.
U tlio same tlmo tho board iccommcnded that careful consideration
be glcn to the desirability of Including In tho bill provisions to encourage
the continuous liquidation of tho holdings ot the corporation by pel-mlttln-
tho redemption of collateral and the retirement of its own obllga
tIons!To lodgo tho choice of tho directors of the cotporation either with
tho President of the United States or the Federal Reserve Board: to
utilize tho capital Issuance bontrol facilities, now In existence, consisting
ot the committee of the Federal Reserve Hoard and Its advisory committee
by giving them power to carry out the licensing of tho sale, offering and
subscription ot tecuritles and mako recommendations preliminary to the
direct financing of war indubtrles contemplated' by the bill, and to limit
the control ot security Issues to the period of tho war and as short a
tlmo as seems reasonable thereafter.
H Is further recommended that the provision of the bill 1 elating to
direct financing of war Industries bo bpeclflcally limited by tho insertion
therein of substantially tho following phraseology in placo of "exeep-'
tlonal circumstances," namely:
To make advances only when persons, firms, corporations or asso
ciations nro unable to obtain funds on practicable terms through banking
channels or from the general public.
A commlttco is to bo appointed to place the board's icsolulions before
the proper authorities.
Public Utilitu Notes of the Week
Certain beneficial effects tf the war will undoubtedly be felt per
mancntly by public utility companies as they havo been In other lines ot
Industry. The stimulus of necessity has operated to enforce additional
economics of operation and to suggest new possibilities ot obtaining
revenue. Tho lessons so learned aro likely to be lasting.
Another benefit has been the increased publlo attention directed to
tho essential naturo of tho services performed by the publlo utility vcor
poratlons. This has been due In a. measure to the emphatic pronounce
ment of Comptroller J. S. Williams and to the references of Secretary
McAdoo to tho necessity of providing adequately for the financing of these
corporations as a war measure. O. B. Wlllcox, Uce president of Bon
brlght & Co.. In seconding the Comptroller's declaration that preserva
tion and expansion of tho public utilities systems are to be regardedju
a national duty which must "stimulate the efforts of Congress and every
patriotic citizen," finds In tho war finance corporation a remedy adapted
to present conditions. While he admits that the bill "for the organization
of this exigent Government function elves necessarily broad powers and
wide discretion to Us dlreotors." ho points out that "to forofend grave
dangers great powers must be exercised and their functioning must be
delegated."
Ono new source of revenue to which the war has called attention Is
referred to by II, Ij. Doherty, head of the Cities Se.vlce Company, who
points out that the street railways havo a great opportunity for devel
opments the handling of freight, and yet virtually nothing of any mo
xnent has been done in this direction. 'While some time will be required
to work out sultaBlo equipment .and methods, this should becomo a .con
fclderablo source of rovenue. Sir. Dohorty says that today it U only
lack of appreciation ot what the railways might do for tho cities that
prevents numerous communities from demanding that the street railway
companies should handle freight. The increase of traffic problems In
the cities In all parts of tho United States, lie thinks, calls for this solu
tion. Mr. Doherty believes that the people now are getting an apprecla.
