with disappointment.
"Tho bond and stock market today Is still crowded with bargains

Irritation in Delau Over Railroad Legislation
Thero Is considerable irritation being expressed in llnanclal circles
in this city with tho dilatory tactics of Congiess over tho legislation
needed for railroads. It now appears that a new bill to supersedo tho
original Administration railroad bill has been drafted by Georgo W.
Anderson, Interstate Commerce Commissioner, who drafted tho bill now
before Congress that nlrcady has been submitted to tho House Com
mittee on Interstate Commerce. This bill Is muro liberal In Its tciius,
as It provides additional compensation for such roads as spent largo sums
for additions and linpiovcmcnts during tho six months prior io Decem
ber St. 11117.
Tho bill allows an additional payment for this purposo at a peicentago
on tho cost, tho perecntago to bo fixed by tho President.
As these six months are not" Included In tho computation of tho
three-year avcrago contained In the original bill nn5l as somo of tho
roads spent veiy large sums for tho purposes indicated, material and
labor both costing more than ever before. It seems only fair that somo
compensation should bo given.
This new bill makes no chaugo In that part of tho original bill as
far as tho fixing of any date when tho railroads will be returned to
private owners, but tho following clause has been Inserted to tako tho
sting out of any opposition to tho bill on that account:

Brokers to Conduct Banking Business on Mondays
Many brokers' ofllccs in thla city will bo open on hcatlcss Monday
holidays, although, as announced yesterday, the Philadelphia Stock Ilx
change will follow the lead of tho New York exchange and remain closed
