If this matter were only talccn up by tho lepulablo bond and Invest
ment concerns who gave such splendid anpatrlotlo fccrvico 'in tho salo
of tho Liberty bonds during both campaigns. It tould be effectually
stamped out.
If, when bonds are offered In any quantity to them by persons whom
they hao good reason to bcllevo ucro not tho original purchasers, an
attempt bo mado on their part to obtain Information as to tho Fourco
from which the seller obtained tho bonds ulll go a long way to ttop this
unpatriotic traflle. Of course, such action would havo to bo concerted and
bona fldo on tho part of all tho reputablo concerns, otherwise It would bo
doomed to certain failure.
In tho end tho bond and Investment houses will bo tho gainers by
retaining tho present holders of Liberty bonds In tho ranks of permanent
Investors. It will bo a mlsfortuno If after so much good, unselllsh work
tho confldenco of any considerable number of tlicso new Investors Is under
mined by unscrupulous, unpatriotic shysters.

"I bellevo It Is for tho best Interests of tho people at large, as well
as for their actual protection, that they disregard nil such offers and hold
fast to tho best Investment In the world, that Is, bonds of their own
Government.
"Virtually all of the substantial and representative investment houses
of tho country, In cooperation with tho Government und many other
patriotic ngcncles, liavo participated in a most unselfish way In both tho
Liberty loan campaigns, sacrificing their own Interests In order to con
tribute their share toward winning tho war.
"It Is Inconceivable that after tho magnificent work of distributing
Government bonds thus accomplished In n largo measuro by Investment
houses, homo of tho samo, pcoplo should attempt to substitute other
securities for tho Government bonds which they huvo Just helped In
placing. It seems evident that a large majority of such offers mado to
holders of Government bonds must be mado by tho least responsible of
tho security merchants, and that suspicion as to tho character of tho
bonds offered In exchango Is fully justified.
"It Is my earnest hopo that every purchaser of a Liberty bond will
realize that tho only genulno help ho gives lil fSovernment Is by keeping
his bond as un investment as long as It is possible for him to do (.
Where, because of mlsfortuno or Imperative necessity, tho holder of a
Liberty bond Is forced to sell, there can, of course, bo no objection."

those broker's oflices located on tho first or second floors of tho few lurgo
buildings which wero compelled to keep heat for a doctor or dentist ten
ant, tho customer's chairs wero nearly nil occupied apparently by business
men customers whoso own concerns, factories, etc., wero closed, and ns
tho brokers' otllccs offered moro comfort than the club", they congregated
there.
In such odlces the favorite Indoor spoil was Inventing new names
for 1'iiel Administrator Garfield, although a majority wero of tho opinion
that, after all, what Mr. Garfield had tho ncrvo to do was tho proper thing
to do, und some went so far as to say that If In a few weeks or ovtu

Market Rigid in Frigid Temperature
Temperature was quoted on tho Philadelphia Stock Exchango yes

Internal conditions of Austria, If reports nro correct, may assumo serious
proportions. The destruction of tho two largest Turkish warships largely
through the instrumentality of tho air forces opens up possibilities, and
the bombardment of Ostende by tho British all point to tho beginning of
eggresslvo warfare on tho part of tho Allies, but nono of theso reports,
any one of which would probably havo disturbed tho market moro or less
tome months ago. has had nny appreciable effect on stock quotations.
