GOSSIP OF THE STREET 4- DAY OF HEAVY LIQUIDATION ASCRIBED TO VARIETY OF CAUSES Brokers in Looking for Explanation of Break Settle on Two Men, but Then Recon sider Gossip of the Street IX CASTING around for somo one to bo tlio fioat nml runtime the blumo for 'the -severe brenk In virtually the wholo list on WcdnMilny, the Bticet tettlcd on Secretary of War linker and Assoclnto Supreme Court Justice UrnndoK In thin connection It was particularly noticeable that bonds suffered almost ns much as stocks. Those who were loudest In denunciation of the possibility of Justice Brandels being made railroad dictator by tho President on second thouRht befinn to remember that ono of his last public statements on the railroad question favored greater compensation for the roads. Ho hns stated publicly on moro than ono occasion that tho rewards of the roads should bo proportionate to tho value of their service to tho public. He recog nized also that net earnings showed tho measure of efllclency. Unllko lome others who have had a, great deal to say on tho railroad question, Justice llranduli has held that large earnings nro not necessarily nn Index to rates that are too high, but rather Indicate greater economy and efficiency of management. Perhaps the best remembered expression which ho made on tho matter was when he fald that efficiency would save $1,000,000 a day to the railroads of tho country. As to the remarks of Secretary of War linker to which so many were attributing a serious meaning, not one could bo found who could dis tinctly icmembcr any ono statement which should hnvo produced nny effect on the market. Tho best that could bo said to connect him with tho low record made was that his btatement ns a wholo had a most depressing ( effect In general. , Yesterday some bankers and brokers began to figure out other rea eons for tho heavy liquidation of Wednesday nml discovered that It Is possible a great deal of It was caused by peoplo raising money to meet tomorrow tho next Installment on the 4 per cent Liberty Loan bonds, and as no doubt many will nlso take advantago of the opportunity at tho aame tlmo to pay oft the la-t Installment of 40 per cent, n great deal of money will be necessary. There Is also said to bo still considerable llqul datlov of securities by Great llrltain, which were held ns collateral against their bonds which nro shortly coming due, and that tho proceeds of this liquidation are to take up theso bonds. And as usual there was an unusually largo number of accounts closed out when tho lowest records were reached. Manufacturers Alarmed at Possible Coal Shortage It Is said there was a considerable flurry among manufacturers all over tho country recently which sent many of them to Washington to And out If their coal or power supply was to be cut oft because their particular line camo under tho character of nonessentials. They wero assured that It Is not the Intention of tho fuel administrator to shut down any particular plants at present, but It a. shortage of coal developed In tho neighborhood of any of these manufacturing plants tho priority list will become effective. That Is, If there Is In the vicinity of n plant or plants producing somo things which could be well dispensed with, other factories producing things needed for tho army or navy, the latter -scs, 111 be served first If the supply of fuel for all should be Insufficient. Some manufacturers who had friends among the coal operators have met with disappointment, ns friendships under present conditions do not count. Liquidation Accountable for Lower Price of Bonds Liquidation by bond houses in nnticlpatlon of their making annual returns of Income tax Is btated to bo accountable for tho great decline In bond prices for the last few days. There Is a piovislon In the tax law which prevents bond houses from writing off depreciation In hecurltlcs In the event of their holding them at the close of the year. Taking this condition into consideration, many bond houses claim they hae been compelled to bell, as only by that method can they deduct from Income tax returns tho losses they hao taken on those hceurltles. Some bankers say that tho attention of Con gress will bo called to this part of the tax law, so that they can give attention to It at the earliest possible date and thus rcmovo u condition which is one of the cauhes of unsettlement In tho Investment market. There was home talk on tho Street jesterday about tiro and life Insurance companies that had been hard hit by the Halifax explosion Belling securities to meet their losses and that this was ono of tho con tributing causes for tho heavy liquidation of Wednc-day. but the report did not obtain much credence. It was said that Insurance companies always sell under such circumstances; but It was pointed out that rather than dispose of securities at such prices as then prevailed they would obtain loans from tho banks, using their securities as collateral rather than sacrifice them. Factors in Decline of French and British Bonds The decllno In French and English bonds was the subject of a good deal of discussion In bankers and brokers' ofllces yesterday, and the cnuso was generally acknowledged to bo tho leported impending big drlvo on the western war front. So far as the bonds of the French Government and the French cities were concerned, this jeason teemed plausible enough, but why the English bonds, which nro secured by collateral, should bo similarly affected was an unanswerable question. Of course, tho decllno In tho British collateral notes was not so marked, but no outside Influence should reach them. The recent declines have brought the French bonds to a point where they yield to tho Investor from 10 to 10 per cent, while tho return on the British issues varies from 8 to almost 10 per cent. Of course, theso securities are all of short maturities, running from February next to 1921. Tho negotiations between Germany and Ilussia looking to peace, or at least to an armistice, and the consequent liberation of tho German armies on the Ilusslan fronts In connection with tho contemplated big drive, wero said to bo tho most potent factors In tho decllno of tho French securities. As for tho British bonds, they are supported by collateral easily mar keted In tho United States. Indeed, It Is said that quite a. lot of this collateral has already been marketed in anticipation of paying off these bonds. Miami Conservancy Bonds All Sold All of tho $10,000,000 bonds of tho Miami Conservancy District of Ohio offered privately Monday by tho National City Company, the Guar anty Trust Company and Harris, Forbps & Co. have been sold. The de mand for the Issue has proved so satisfactory, presumably becauso tho bonds are tax exempt, thnt tho syndicate yesterday began offering un additional $5,000,000, and before the close of business more than $3,000,000 of the second offering had been subscribed. The funds fiom the total offering of $15,000,000 will cover the cost of tho estimated construction requirements of 1918 In tho plan to prevent a lccuirence of floods In tho Miami district. It was stated that further bonds will not be Issued until "such time as It may be advisable to anticipate tho requirements of 1919." Financier Sees Favorable Outlook Applicable to tho Investment situation ns-lt relates to public utilities Is the following comment on the financial outlook made by W. I'. Bonbrlght, of Bonbrlght & Co., New York. After pointing out that the primary fact Is that this country, taken as a whole, Is prosperous, Mr. Bonbrlght says: "We havo changed from a debtor to a creditor nation. Our supply of gold ,1s greater than over before and greater than that of any other nation at any time. At tho end of the war the rehabilitation of Europe will to a great extent depend on us. Our enormous capital, our newly created merchant marino and our highly developed productive ability will be in . demand until Europe has restored Its own physical condition nnd produc ts o capacity. "The Internal condition of the country Is equally satisfactory. Agri culture, mineral resources and manufacturing, the prime sources of our wealth, have never approached their present output, nor have prices over ' been so high, both the Intrinsic and" the mirkot values being without precedent. ' "Under these conditions, why do securities go begging at the lowest f prices In years? From a narrow viewpoint the answer Is, 'Because they may go lower. They may, uui iney ore lower now man conditions apparently warrant. From a broader viewpoint the answer Is found In the timidity of capital In times of uncertainty. But the Important fac tors of uncertainty are being settled, slowly, perhaps, but none the less positively." . Tho Increased experience of the Allies In the business, of war, as suring Germany's jltlmate defeat, the successful absorption of largo Government loans, the Impending clarification of the tax laws, the ap proaching solution of the transportation problem, Mr. Bonbrlght regards as conditions making for a settled outlook. He concludes, "We are passing", I believe, through a phase of a situation, which is moving to ward more favorable financial conditions. The careful Investor will not continue much longer to 'bet against the United States' even In wartime. The speculator may wait for lower prices; but, the conservative Investor will make no mistake in taking advantage of the greatest financial bar sains pt a generation, now presented In the form of well secured bonds Financial Brief 8 Ths New York Slock Exchange' firm of Itutter h ltesm announce they will discontinue their business on January 1, and that the firm will bo dissolved on that date.
