to tho tlmo this report was circulated many were puzzled as to tho ftttl-
tudo of tho railroads' representatives as gathered from' tho statements
attributed to them In tho morning papers, and enmc wero ut a loss to know
what tho railroads really wanted. It wan freely remarked that thcro was
no deflnlto agreement nmong them ns to what (would bo considered tho
best solution of their present problem". Tho recommendations presented
by tho Interstate Commerco Commission In its report to Congress lat
'neck seemed to bo turned down, nud with this action was coupled a de
mand for tho original proposition, namely, on Incicaso of rates. It It only

a barrier. Xow tho public Is told by tho spokesman of tho roads that
they don't want $1,000,000,000 from tho Government or from any ono for
I new equipment and extensions, nnd they say that it they had tho 1.000,
000,000 they could not purchaso tho equipment, as It Is not to bo had.
Now It would seem that tho President has taken hold of tho situation,
and that with tlio necessity for financial aid by tho Government thcro
seemed no other choico but Government control. This docs not mean
Government ownership, as many at first conclude. In this particular In
atanco It would simply mean that tho roads will contlnuo under their
present management, with tho Government furnishing tho sinews of war
In tho form of financial assistance.
Ono broker remarked that thoro seemed to bo a ieIattoiilil between
. tho changed tono of tho rcpro&cntatlos of tho roads and tho suggestions
mado by tho llfo lnsuranco presidents In convention In New York last week.
He called attention to tho first suggestion of tho four which they i cnt to
tho Government on tho subject and which mado an Incrc.iso In rates n con
dition precedent to any other plan. Of course, this meant that It tho
Government through the Interstnto Commerco Commission did not agree
to ralso tho freight rates, no other suggestion could bo considered. Many
persons wero loud In their approval of tho action of tho commission In not
deciding in favor of higher rates, as they had been led to believe that with
every Increase in rates thcro had been an Increaso In wages for operatives,
and they wcro wondering whero tho endless chain would end.
Not many brokers expressed an opinion as to tho probable effect Gov
ernment control may havo on railroad securities in tho future, and those
who did said a great deal depended on who would bo appointed railroad
dictator.
After-War Business and Social Conditions
General conditions after tho war wero being discussed yesteiday, when
a banker raised tho question of after-war social conditions, but nt tho samo
tlmo acknowledged ho had never given tho subject much, it any, thought,
and for his part ho believed that social conditions would bo about the samo
after tho war as before. Another said that after nil tho wholo financial
and commercial fabric of nny nation hung on tho social fabric, nnd tho
fact that Great liiltatn already has begun to set her social houso in order

Cassatt Favors Thrift Stamps as Christinas Gifts
Robert K. Cassatt, director for national war savings for Kastcrn Pcnn
nylvanla, said yesterday that ho Is getting along In good shapo with his
' organization, which ho la endeavoring to complete as early as possible.
Ho suggested that employers of labor who In past years havo been
In tho habit of presenting their employes with cash for Christmas presents
should glo them war-savings htamps this year, nnd In this way accom
plish what they havo dono In past yearn, but In addition will havo helped

Tho disappointments of printers In furnishing him with tho necessary
literature, Mr. Cassatt says, aro his greatest troublo at present, but ho

American Tobacco Company's Request Causes Surprise

authorization from its stockholders for permission to convert J30.000.000

American Water Works and Electric Earnings Grow
The earnings of tho threo months ended September 30, 1917, of the
American Waterworks and Electric Company show an Increase of $23,533.
The Increase of net Income for the samo period Is $26,782.

tion of virtually every public utility in tho country.
Miami Conservancy Bonds in Big Demand
It was roported yesterday morning that 75 per cent of the $10,000,000
5 per cent bonds on the Miami Conservancy District, Ohio, which wero
first offered on Monday last by a syndicate made up. of the National City
company, tho Guaranty Trust Company and tho Harris Trust and Savings
Bank, all of New York, wero sold beforo 10 o'clock yesterday.
It is evident from this that tho demand for municipal tax-free bonds
