water powor on public lands ho efllclontly that it has virtually pre

pait with the control of this water power absolutely. Iteasonablc returns
must bo had from all who use the power, whether manufacturer or public

Ono of the largest propositions in new financing put out Mnco tho last
Liberty Loan campaign has Jiim been issued by a syndicate composed of
tho Xatloiul Olt Company, the (Juaranty Trust Company of New York
and tho Harris Trust and Savings lianU, of New Yoik. Thcro Is also a
unifjijo feature Involved.
Tho Imue rfrrcd to Is $10,000,000 u'v per cent bonds of tho Miami
Conservancy District, Ohio. Tho bonds mo dated December 1. 1017, are
Issued serially and mature Diccmber 1, Itil'J-lOtC, respectively. Tho
unique feature about theso bonds 13 that they aro exempt fioni all Ind
eral taxes except InherHanco taxej. They not only are in tho nature of a
municipal obligation, they aro u municipal obligation, ami aro a legal
investment for savings banks and building and loan associations In tho
Stale of Ohio.
This probably Is the llrst tlnio such an obligation has been issued.
Tho Miami C'onsenancy District canto prominently before the public In
March, 1913, when disastrous floods destroyed more than 400 liven and
about flOO.OOO.OOO worth of property In tho Miami Valley, Dayton bom;;

To prevent 8tcli an occurrence In tho future, tho Legislature of Ohio

rerhaps tho most significant thlhg In connection with this issue, as
Indicating tho desire of financiers not to put out any new Issues which
might lntcrfcrq with Clovernmcnt linanclng, is a. letter from tho Secre
tary of tho Treasury In reply to ono from a representative of tho syndi
cate asking permission to proceed with tho necessary financing to complete
tho undertaking, to. which ho gives his unqualified approval.

Mr. Thomas says thcro nro some other lakes In one bcctlon of
Nebraska which contain potash In good paying quantities and which
merely require tho proper financing and development. Theso lakes, ho
bjs, are being leased to tho parties who develop the plants. Just na oil
lands aro leased to prospectors, and tho lessors, he asserts, aro making
fortunes.
Funds Received for French $15,000,000 Credit '
ISonbrlght & Co., Inc., announced vesterday that funds had been
received from tho French banks participating In tho $ 5,000,000 Trench
exfort credit of September 15, 1010, for tho payment of tho third and final
15,000,000 Installment under that credit duo December 12. Of four similar
credits arranged by Uonbright & Co., Inc.. tho tepaymcut of three, uggte
gating $45,000,000, Including tho ubove credit, has now beor. completed
by tho French banks, leaving for them still to pay only tho fouitli credit
for $15,000,000, which has not yet matured. Tho $50,000,000 I'rcnch Indus
trial credit, also arranged, by llojibtight &. Co., Inc., has likewise not yet
matured, but this- credit Is the obligation of different interests than the
other credits.
