ahort HccnmitH at the start of bunlnci, hut, atthotiRh declined were
recorded In many iKsuei, the manner in which the mniket acted was n
subject of Rcneral comment.
Many stocks were pressed for sale for a few minutes without much
reKard to price, but nfter decline. occurred rallies were easily effected
and tho demand Increased all through the forenoon, especially In the
stocks which have been established a standards for Investment and
speculation. United States Steel, which closed yesterday at S7'i. declined
to 86H. but had a iUlck rally to above 87 again,
Utah Copper mocd In the same way, falling 1V4 to 7614, "! then
rnlblng to above 77, and Heading, which ranged from C9',i to G7',i. also
milled more than 1 point before noon,
The buying at the low lcels In most cahes tame from Influential
and Important sources nnd some of tho luijem Insisted th.it the basis
for their accumulation was low prices more than anything cHp.
There weie some especially wetk spots, American Telephone being
under continued pressure and showing a loss of lh, selling down to 102.
This stock Is now going through the trials of rate attacks through public
service boards. Western Union was another weak stock, being Influenced
l to sorno cstcnt by the decline In American Telephone, and dropped 2
( points to 77!i.
..Surprise at Lump i'auincnt by Porphuru Companies
Much Intel es"t nnd urulAe are shown because of the dividend ileclara
tlons by the directors of the various porphyry companies In lumping
t their payments. The general impression among those who have bten
making a study of the various statements of earnings and who appre
ciated tho uncertainties of tho copper-metal situation had been that
reductions would be made.
In the case of Chlnn Copper a reduction wis made Stockholders will
1 receive only $2 a hhare, as ngalnst J2 GO a share three months ago. As
regards Utah, Hay Consolidated and Nevada Consolidated, the dividends
totnl the same as In the previous quirler. It may be mentioned th.it there
had been u good deil of professional selling of Utah, In anticipation of a
reduction, and Insddo accumulation.'
Olllclals refused to give a reason for the new style of declarations,
but In some (piarters the feeling Is that previous dividends had been
, termed "capital distributions" with an idea that Mich payments would not
I 'bo taxable, but now that It Is known that all dividends will be taxed,
. the change was made to a "lump" quarterly rate.
J There Is a feeling, too, that Utah can now be considered to bo on a
, regular $14 per annum basis, Chlno on an fR per annum basis and Ray
Consolidated and Nevada Consolidated on a M per annum basis. These
dividends are being looked upon also as good evidence that the directors
view the outlook with confidence after considering all of the governing
factors relative to their Industry.
Taxation Less Than After Civil War
An analysis made on taxation and war cost by a financial authority
shows that notwithstanding the heavy demands of war upon tho United
States, taxation Is proportionately less now than It was In 1866. One of
the Interesting features Is that during the last year of the Civil War
51, 800,000,000 was rabed without resort to a foreign loan nnd wus rigarded
as an unparalleled triumph of financial strength.
The estimnted financial strength of the United States at that time
was about $25,000,000,000, while now It Is put at $250,000,000,000. The
statistician has multiplied these figures by ten, getting nn nmount com
parable to present conditions. It Is pointed out that on a similar basis the
cost of the present war for u period of six years would be approximately
$40,000,000,000, and taxntlon would amount to about $5, 500,000,000 per
annum. Including loans to the Allies the total Indebtedness of the United
States Is now more than $10,000,000,000.
IHond sales on the New York Stock I'xchange last month fell to
$98,020,000, compared with $118,901,500 In October, but were higher than
the average monthly sales for tho year, which appioxlmuted $83,300,000.
Total sales so far this year have not equaled tlloe for the same period a
year ngo, notwithstanding activity In the two Liberty Loans. The total
to November 30 was $916,520,000, against $1,036,447,000 In 1916. The
Liberty 3Hs showed the largest turnover In November, with the 4s a close
second. It Is Interesting to note that transactions In foreign Government
nnd city bonds, British, French and Canadlana,together with the United
States war Issues, constituted nearly three-fourths of the November total.
To December 1, shipments of Iron ore amounted to 01,585,402 tons,
compared with 63,048,298 tons for the same period In 1916. In December
of last year the Lake ore movement was 1,0S5,900 tons, but It Is expected
to be much Inrgcr this year und may wipe out a large part of the
2,062,896 tons comparative shortage existing as of December 1. The up
lake coal movement to December 1 was 23,855,737 tons, or 1,936,675 tons
greater than for the corresponding 1916 period. Coal movements have
virtually ceased, but It Is expected that the year's total will exceed
26,000,000 tons. This Increased up-Iake movement accounts for the
shortage prevailing In eastern Ohio and western Pennsylvania Industrial
districts for months past.
Get-Rich-Quick Ventures "Not Forgotten"
"What hus happened to ull the 'get-rlch-qulck' promotions that made
their uppearance during the late lamented bull market?" queried a commission-house
client of one of the ofllce staff during the recent dullness.
Ills reply, "Gone, but not forgotten," was brief but to the point. The
obituary of u number of "prospects" widely distributed In their exploita
tion stage Is now being written. It Is rather u coincidence that many of
the mortalities of the last three months hnve been enterprises originating
during the wild speculative days of 1915 and 1916.
Kathodian Bronze stock, whose speculative history Is still fresh, Is
without a market and about two score others can be mentioned that have
fallen Into the mire and cannot be salvaged, despite heroic efforts on the
part of their original promoters. Another chapter In the annals of a
company which placed Its possibilities for success on the tdmllarltles of a

From railway operations alone the Delaware and Hudson figures for
ten months Bhow that earnings will fall 2 per cent short of covering the
9 per cent dividend. The "tip" Is being circulated, however, Ly persons
intimately acquainted with tho company's affairs that revenues trom the
coal company will more than make up the deficit.
' In fact the estimate Is freely made that the anthracite earnings will
approximate 8 or 10 per cent on the railroad stock. This alone gives
assurance for the maintenance of the full rate. .
Statistics now available covering Hock Island finances for the ten
months ending October 31 partly explain why directors failed to net
upon the preferred, stock dividends.
The matter will be reconsidered at another meeting of the board In
January. The net loss thus far In 1917 exceeds $2,200,000.
