FINANCIAL PROBLEMS CONFRONT
UNITED STATES IN COMING YEAR
Maturing of $2,000,000,000 Railroad, Municipal,
Industrial and Public Utility Notes a Sub
ject of Serious Consideration

public utility notes and bonds which will mature In 191S Is still a subject of
lerlous comment among financier, especially with tho principals of the houses
which havo been responsible for tho floating of many large Niuctf which will
maturo early next year.
It 13 said tho matter has been prominently brought to the attention of tho
Treasury Department and the Federal llescrvo Mount, In view of tlio possibility
that all available Investment funds will be required by the Government lit tho
prosecution of tho war.
It Is estimated that tho new financing,' outside Gov eminent requirements will
call next year for n bo lit as follows:
Railroads, $1,000,000,000; municipals, $400,000,000; Industrials, $200,000,000; public
Utilities, $200,000,000, and miscellaneous. $150,000,000.
It Is admitted that the problem of tho railroads Is the most ltal and the most
serious. Something heroic must bo done In their case, for no half measures will
meet tho situation, but what foim tho remedy shall tako Is the puzzling question.
With railroad securities at tho lowest ebb over reached in many Instances, to pay
off or refund at least $1,000,000,000 necins Impossible. Theie can be no lelicf thiough
new stock Issues; any nsslstnneo that might como through a IS per cent rnto
Increase Js already discounted, and tho only hope would seem to be, llrst, through
completo Government control, followed by Government assistance.
As regards a majority of tho public utilities, it is generally conceded theie
will be llttlo dllllculty In securing extensions for a year, or even two years, If neces
sary. Some of tho short-term maturities of ccitnln public utilities may have to bo
lelssued at a higher Interest rale.
It was recently believed by somo financiers that the Immediate needs of homo
of tho larger Industries could be relieved btiMclcntly through redlscountlng by tho
J'edernl Itc-scrve banks, but recent doelopments In the case of a largo corporation
havo not favored that plan, ulthough'a gieat deal Is likely to be accomplished in u
legitimate manner for tome Industrials along tlicsts line".
As to municipals, perhaps the figures quoted $400,000,000 Is over the matk
for tho coming year, as the spirit of economy has properly taken hold of many
municipalities, and many piojectcd lmpiovements will In all probability be held over
for tho piescnt. liesldes no form of security could so successfully compete with
ticn eminent issues as tax-free municipals, and few municipalities, would caro to be
placed In tho seemingly unpatriotic position of entering Into open competition with
t'ie Government for finances under present conditions. It is more likely that munici
palities all over the countiy will confine thtlr 1018 issues rigidly to absolute
necessities.
Big Shipbuilding Project for Mobile, Ala.
Cousideiablo attention has been given recently to developments In shipbuilding
mid Industilnl plants In the South, particulailv in Mobile Hay. Tho Tennessee
Coal and Iron Company, n subsidiary of the 1'ulted Stutes Steel Corporation, has
1 tirchuhed a large tract at Mobile and has started building an immense shipbuilding
plant, with villages to house tho worker. It plans to spend inon than $11,000,000.
There vslll be ten ways for shipbuilding in connection with this one plant.
Besides the opeiatlons of tho fnlted States Steel Corporation, more than a dozen
ways havo been constmcted by other companies and keels for ships havo nlicndy
been laid. The city of Mobile lias Issued $GOO,000 in bonds for a municipal terminal
imd docks.
it Is said the tract ucqtilied by the t'liltul States Steel Corporation at Mobile
covers 12,000 acies, which Is moio than the piesent niea of Mobile Itself.
Railroad facilities at Mobile, It is reported, are largely responsible for the
purchase by tho Steel Corporation, as tho distance from tho big Dlrminghnm plant of
tho company is barely 150 mile. Congiess has approved a thirty-foot channel In
Mobile River, where there is now ono of twenty-seven feet, and tills Improvement
will accommodate the launching of the largest vessels.
Lansdownc's Peace Proposals Cause Little Interest Here
Tho peace announcement of Lord Lansdowne had very little if any effect on
the bccurlty market esteida. One banker In the cent! at part of tho city said
that as Lord Lansdovvno belonged to tho old school of diplomacy ami was politically
opposed to Ltojd Geoige anything be said would naturally be coloied by his life
long prejudices. "Resides," he remarked, "I think, personally, he is tiying to
camouflage the Germans."
Regulation for Collection of War-Stamp Taxes
Reglnnlng this morning the war-stamp laves become effective on all sales and
transfers on stock exchanges. Tentative legulatlons are being picpaied by the
Internal Revenue Commissioner at Washington. In the meantime every broker,
e change, clearing house and person engaged In stock transactions Is required to
register with tho internal revenue collector of tho district today, when the
provision becomes effective. Hitch then must keep stilct account of the amount
and nature of all dealings and repot t to the collector on the fifteenth of each month.
Stamps may bo bought only from the collector on formal requisition, and by com
parison of the monthly reports with stamp purchases It will tie possible for tax
officials to ascertain whether any evasion of tho tax Is attempted. If tho collector
has such a suspicion, ho is uuthorl.ed to conduct mf examination of tho books
showing stock or ptoduco ttansactions.
Britain Considering "Premium Bond" Issue
Word comes from Gieat ilrltaln Unit the Government is considering the issuing
of premium bonds, l'remium bonds am well known on tho continent of Europe,
but such a step will be quite an innovation for btnld, dignified English bankets.
In France, especially, the premium bond Is very popular on account of the
cJement of chance or lottery which enters. The plan Is briefly that n cettaln bonus
is attached to bonds of cettaln mtnibcts. or rather that all the numbers of tho
bonds sold of a given issue nro placed In n lottery, and certain bonuses are
attached to tho numbers drawn In pre.irtanged Intervals, say tho tenth, or twenty
fit st or fiftieth number dtawn is entitled to a given bonus.
Tho last big exposition held In 1'aris in 1000 was financed In this way by the
!.suo of bonds of twenty francs each. To each bond was attached twenty coupons,
which were merely tickets of admission to the exposition and could bo used by
any one. Each bond canted a number and a ceitaln number of bonuses or cash
prizes were offered to the winning numbers, which were publicly drawn before the
close of the exposition.
The proposed British premium bonds, however, would carry regular Interest
coupons, would be paid in full at maturity and would have tho premium bonus
feature added as an Inducement. It Is a question If such a plan would succeed In
tho United States, but the gambling instinct Is not dead here, whatever may be
thought of tho morality of the proposition.
Railroad Agreement Not "Pooling," Harrison Says
That uny system of "pooling" is being adopted in the operation of railroads was
emphatically denied by Fairfax Harrison, chairman of the Railroads' War Hoard
in Washington. In explanation of the matter Mr. Harrison says:
The Interstate Commerce act forbids the pooling of freight traffic or earnings
by competing railways. The plan which wo havo adopted does not Involve or
contemplato tho pooling of either tiaffic or earnings. Wo have metely nrrnnged
for the use of physical facilities in common at places and to the extent necessaty
to enlarge sufficiently tho capacity of tho eastern railroads. If the word "pool"
is applicable, what'vvo huvo partially pooled at o the physical facilities.
Tho condition wo aio dealing with is analogous to that brought about at
times by accidents, or by floods, such as that at Dayton, O., a few yeat.s ago.
" Tho flood at Dayton made It impossible for certain I airways to handle all tho
traffic which normally canto to them. Therefore, they diverted largo amounts
of traffic to railways which were still open. Similarly, at tho present time,
certain railway lines havo becomo so congested that they cannot handle all of
tho business which Is coming to them, and wo are adopting measures to bring
about greater utilization of other railway lines to relieve tho situation.

tions have been aroused by the inor-su! of
Jovernment officials to nx tlie nrlco of
lllver at eighty-five cents for tho 100,000,-
P00 ounces contracteu for uy tlin United
States and Great Britain to be delivered
in 1918. The silver producers maintain
that It Is unfair to establish an arbitrary
figure for deliveries to be made throughout
an eotlre year when they huvo no assur
ances that labor will not command even
higher wages than at pretejit and that tho
expense of mining operations will not con
tinue, to mount.
In an effort to i each 'an agreement In
the matter, a conference In Washington
with the mining representatives has been
called by Hay Baker, Director of tho Mint,
and n delegation from the silver producing
mines of Nevada. Colorado, Utah, Montana,
and Idaho, beaded by Clovernor Boyle, of
Nevada, are In the Hunt for that purpose.
Officials of the Treasury Department and
of the Mint are anxious to havo an agree
ment reached which will settle the price
of silver for the duration of the war and
protect' the market against the violent fluc
tuation! which have been experienced slnca
the beginning of hostilities abroad.
