water, gas and electric light plants of Hamilton, O The figures of tho cnglneeis
upset those which were shown by the city bookkeeping, so that while for 11C
the city's, tlguies showed a piollt of J23.S7J for the water works and $34,800 for
the electric light plant, with a loss of $433.12 for the gius works, the figures of
the engineers show that the water wolks actually sustained a loss of $11,687,
and the gas woiks $32,341, while the electric light plant made a protlt of only
$22,395,
Aicordlng to the engineers, tho losses for the last seven ears apparently
reach a total of $300,000. The cause of the losses Is given as being lack of co
otdiuatlou in the action of the legislative and executive departments of the city;
lack of observance of Stato laws and city oidinances; bad administrative policies,
with aiitmliitmeniH made on political basis rather than to secuie. efficiency.
There has been a lack of pioper records; an improper system of accounting, Im
proper adjustment of rates, laxity In collections; complete and erroneous annual
reports. '
The expei ts reached this general conclusion as to municipal ownership:
Municipally ownpd plants may run for years in a manner that would result In
bankruptcy were they owned by private concerns, but which Is made possible by
diversion of taxes and by special bond issues for tho puiposo of their main
tenance anil continuation, while the public remains In Ignorance, or Is only par
tially Informed, ai a tho tesults of their operation or as to their actual condition.
Quarterly Payment of Excess Profits Tax Hinted
It Is reported from Washington, U. C. that the Secretuty of the Treasury will
Usue an' order In a few days, authorizing the payment of war and excess profits tax
In cpjarterly periods.
It Is said that this uctlon will bo taken without delay, so that corporations and
flther concerns whose fiscal year ends on December 31 can urrunge for making re
ports to the Ticusury Department, and paying their taxes ut regular Intervals during
the coming year.
The original provisions of tho bill pertrltted payments In advance of June 1, but
itlpulated that all payments must be made' not later than that date.
It Is said that' the Secretary of 4he Treasury made the above ruling as to quar-
i terly payments In response to numerous requests from business men who pointed
