The market tone wns well malntalnr-d today, nltliough tho two hours of trad ing finished up u week In which .substantial ndvunces had been made that nntur ally Invited u good volume of realizing wiles. Outside of tho .selling of this char acter, however, the supply of nUicUk continued scant and the market uctlon was perfectly t-atlsfurtoty to those committed to the long side. United States Steel common receded from tho high point of the movement reached yesterday of !H1. realizing hales carrying Its price down In the tally forenoon to 007, and other steel industrials generally sold at recessions of 1 to 2 points, with Haldwln Locomotive reflecting disappointment over the tact Unit no action was taken on the- common stock UUIdeml on Thursday. Maiinu issues were also In supply because of th further postponement of the preferred dividend tettlement, with Unit stork selling down more than 1 point to 9.. The action of J. V. Morgan & Co. In announcing tho closing of the books for subscription to the new Ceneral llleotrlc 0 per tent notes was responded to with an advance of 3 points in Central Klcctiic stock, currjing Its price up to 135 In the early trading. Tobacco 1'ioducts was another strong feature, moving up 3 points to 51 "a. Copper stocks generally moved within a narrow range, receding slightly nftcr the opening, but the trading In these Issues was small and without slgnlticance. Tho railroad stocks were quiet and gcnetally lower, Union 1'aclllc yielding r; to HHH, and Heading declined about 1 point to 71. Liberty 3Vis opened at OS.flO and advanced to 03.04, and the 4s wcie traded in at 97.62 to 97.90. Itillwny and other bonds were linn, with some Issues making good gains. Wall Street More Optimistic Wall .street litis displayed a disposition to take oxer n more optimistic iev of geneial conditions, peace has been the dominating Impulse. This does not mean that any cxpt-etatlon has been raised of a definite date for ending the world's struggle, lint it does mean that the week's developments have, been interpreted as nullifying to a measurable extent tho unpleasant happenings of the previous fortnight, .such, for instance, as the chaos that seems to havo taken IJussia out of the war altogether and the collapse of the Italian army. War no longer Is interpreted as a stimulative Influence for quotations of railroads or Industrials not even the war stocks, intense activity prevails. It is true, but it Is an nctlilty that is not showing profits, although contracts technically are made at prices above cost. When, however, the labor situation is taken into account and when the enormous taxation is considered, It will bo recognised readily that the net .sums available as dividends for stockholders are not likely to be an thing like ns proline as was the case when our manu facturers wcie selling at enormous profits to tho countries,, that have now become our associates in the war. One influence of stiength during tho early part of the week did not last. This was the highly optimistic statements by the lirltish Chancellor concerning tho submarine situation. IIuveer, the brilliant victory of Kield Marshal Ilalg's troops seemed to counteract tho marine disappointment, as well as did the fact that tho Italians wero able to check the onrush of the enemy along tho Plavo itlvcr and In the hilly region from the upper reaches of that stream to Lake Uaidd. Railroad Outlook Improved Improvement In the railroad outlook was another factor In the Improved feeling. The lallroad managers have been able to place hefoic the Interstate Commissioners at Washington some convincing arguments showing the need that exists for increased revenue. The Administration has let it be known that It Is in sympathy with the needs of the railroads and there seems no reason to doubt that, on the ground of military necessity, lellef of a substantial character will be afforded and further demands of labor will not be permitted to at onco upset the equilibrium thus established. President Wilson on Thursday met the representatives of the railroad brotherhoods and had a frank understanding. The railroad executives havo placed their interests in the hands of the President and It Is to bo hoped that the labor Interests will be satisfied to do likewise. At any rate, a strong Intima tion has gone forth that In the event of serious threats of strike movements designed to interrupt trafllc tliat the President will exercise his light and take over the operation of the railroads for the period of the war. Such a develop ment Is the thing least desired by tho labor organizations, and tho mere inti mation that stirh action would result is believed in the AVnII itrect district to bo a strong handicap against the tying up of transportation for the purpose of obtaining advantages at a period like the pretent, when tho whole national fabric must be utilised to win the war. This activity followed the un tisual momentum which occured yesterday afternoon and which sent the price upward for a substantial gain, but was without strengthening effect. Although rttho opening was a fraction higher, at 1214. there came a reaction soon after tho start which sent tho stock oft half a point to It's. Had thero been a larger attendanco It Is probable that a further advance would have been marked up, hut, naturally, tho usual dullness of the Saturday market held back the demand. Steel common was dealt In moderately, but, following the course of tho New York market, It declined, losing more than a point during the first liour. Baldwin Loco motive, which was tho weak featuro early In New York, came out ln smnll quantity, with tho prlco nearly 2 points below tho previous j-ale. Few stocks showed any signs of strength, but several of the local leadors held steady at around the closing figures of last night.
