Tho Guaranty Tiust Company said tho decision of tho Federal llescrvo Honrd

Shippers Oppose Freight-Rate Raise
It Is generally admitted in tho financial district that Cliffoul Thome, the
? representatlv o of tho large shipping Interests, composed principally of tho western
grain elevator men nnd the packing Industilos, has not made n good caso In his
I argument contained In u letter addressed to John Skelton 'Wllliums, Comptroller of
f the Currency, who. In a iccent public statement, seconded tho efforts of tho rail-
( road to securo higher freight rates.
if Mr. Thorno will 11 ml very few who havo given the subject nny study to ngreo
S with him In his statement that thoio Is not an lota of evidence to support tho
' claim of tho Comptroller that railroad scent ltles havo sustained tho heaviest
shrinkages and that they havo been the leaders In tho downward movement of
7 values.
j Comptroller Williams's prompt reply, giving his reasons for his attitude on tho
; lubject, Is looked, upon as a coriect plctmo of the condition of tho railroads, nnd,
Incidentally, of tho conditions confiontltig tho national banks all over tho country
which are Inrgo holders of these lalhoad s-ccui ltles.
Tho Comptroller says In putt:
Our national banks, which are under tho supervision of tills offlee, aro largo
holders of high grade railroad bonds which havo declined greatly In value. My
ttatement was intended to give eneoutagement and to prevent tho unnecessary
sacrhice of such securities, believing as I did that tho lntcrosts of our railroads
would bo safeguarded and protected, and that they would bo permitted to chargo
audi rutes for transportation as would, with good management, cnablo them
to cacn a fair return upon tho capital Invested In them.
The attorney for tho shippers piotests against my attitude, denies my state
ment that tho railroad secui ltles havo sustained tho heaviest shrinkages nnd
have been tho lenders In tho downward movement of values, and solemnly
declares that leprcsentntlvo railroad securities as u class "havo declined In
value at u less rato than Fnltcd States Government bonds" and other securities.
It Is only necessary to refer to the quotation list to see tho absurdity and error
of his claim.
United States 2s, which represent about three fourths of nil of our Govern
ment bonds, exclusive of tho new Liberty Bonds'sold last year at 100'4, tho high
price. They aio still worth 97. Tho stock of tho St. Paul system In tho samo
time has declined from 102 to 37, and lialtlmoro nnd Ohio has declined from
98 last yeur to SO now. Fnlted Htntes 3s of 1918 havo declined from a high point
of 102 lUst year to 9D today. In tho samo time New York Central stock has
shrunk fiom 114 to C5, and Krlo shares from 42 to 13. United States 4h have
declined from 112 In 191C to 103 today. In tho samo time tho stock of tho
New Haven syBtem has shrunk from 77 to 21, and Pennsylvania Kallroad stock
from 120 to 94. United States 3s of 1961 declined from 103, tho high prlco of
1916, to 83. In tho samo tlmo Norfolk and Western stock has shrunk from 147

United States as It stood prior to tho outbreak of tho war last spring, or, say,
nearly ono billion dollars.
This attorney in his open letter urges that "last year" certain "eastern"
railroads ns a wholo earned so much on their cupltal stock, and although tho
figures were available to him, ho omits to state that for tho current year these
amo roads havo shown an enormous shrinkago In their not earnings, and that
lome of them aro now threatened with insolvency and scarcely earning enough
to meet fixed charges.
Ha also says tho "war has entirely failed to Injure our railroads," although
he presumably knows that as a direct and Immediate result of tho war these
roads aro being required at this tlmq to pay 100 per cent moro for their coal
nd 100 per cent moro for many other materials used In their operation, includ
ing steel and Iron products, and that there has been little or no Increase In the
rates they aro allowed to charge.
Budget System for Government Demanded .
There, Is an Increasing demand both Inside mid outsldo llnancial circles for a
tetter and more modern administration of tho Government ilnnnces. The present
happy.go.pjcky estimates, 'whlch.are continuously subjected to .changes, aggregating
I, millions upon millions of dollnrs every onco
conceived and scientifically prepared budget system, similar to tho practice In vogue
to all European nation.
It Is believed when Congress meets that this, together with a scientific revision
. ' taxation which nhnnlH iiconmnnnv It. will bo ono of tho first measures to be
K &ea upon.
The. recent war-tax law, which even tho most expert lawyers In tho country
tUlm is beyond their comorehenalon. should bo revised with as little delay as
ft Possible, and a now tax bill, modeled after
ureat Britain, nnd adapted to tho needs of the United States, should bo put through
lthout delay. Is tho onlnlon most freely expressed on tho subject of taxation'
