Active trading In the stoclc market was displayed loilny. Trading strength
nml weakness left the mnrkct nt tho cml showing llttlo net change In tho
majority of Issues from e8tcriln'H final price, lrtcgtilui Ity nt tho opening
was followed by vigorous advances nil through tho list, with many stocKs link
ing gains of 3 to 4 points, but lifter these gains dealings Mulcted down, ami when
moro ncthlty prevailed a reaction occurred, which wiped out many previous
gains.
Marino preferred, which closed jesterd.iv nt 114, rose to 9"t, nnd then te
nded to 95 In tlio final .trading. United Stutes Steel common moved In the same
way, advancing 2 points to 0'i. and then declining more than I point, und Ileth
hem Steel B, after advancing 34 to 7S?. lost the gi enter part of Its gain. There
was lenewed liquidation In General .Motors which made that stoik exceptionally
heavy all through the day nnd forced It from 81 to the new low record of IS1),
Many of the railroad stocks were In better demand us the result of tho
Washington advices that tho Federal Board Is considering acceptances of rail
road notes for rediscount It is generally tttidei stood lierc that corporation
notes will be accepted, und that, nlso, It wna stated that the $:'f,000,OOU Amcr
lean Tobacco notes will be accepted by the Tederal He-servo Board.
The belief prevailed that this action will facilitate a icsiimpt.on bf lallnad
maintenance and Improvements on n largo statu that must be lellected In un
Increased domestic demand foi Mulshed steel product nnd other manufacturLS.
The most Important feature of the bond market was the det'lno In I,lbeity

liargains in Railroad Securities
In the midst of the present depression In values, one of the Important und
refreshing phases of the general situation is the strong recommendation for
their put chase being given bj impoitnnt interests In the Street. There arc
many influential Interests who are advocating the purchase at these levels of
nil lallrond securities that are known to be intrlnslcallj worth much moro than
they nro selling for.
It Is being pointed out in banking circles Hint the list holds forth bargains
that have never before been offered, and this with virtual assurance of rato
advunces In tho near future.
In this connection It may be stated that very little doubt clsts tint the
Interstate Commerce Commission will mako a favorable decision In the eastern
roads' rate case. This Is initially seen In the action of shippers In not ener
getlcall opposing the claims of the Carrleis nnd who havo gono on record ns
willing to abide b the commission's opinion.
Of course, such Increase us maj be given will not Miow In net earnings until
net j car, but Its face value will help tne situation great'j and assure contin
uation of dividends by roads that arc now only earning their fixed rato b) a
scant margin.
As nn instance of the way some railroad presidents feel, the statement by
Daniel "Wlllard, of the Baltimore and Ohio, at the rate hearing, that ho did not
know whether the C per cent on his common stock could be maintained, as tho
margin of surplus over It was small, may" be cited So, with larger net In
prospect thiough increased rntes. there Is small doubt that his directory will vote
to hold the dividend ut the present tigurc

Business Is Quiet and Attendance
Small Americans .Arc Weaker
LONDON, Nov, 9. The news from Ietro
Crad was Ignored on the stock exchange to
day. Business was uulet. being restricted
by the, Lord Mtjor'B show, which interrupts
traffic. The attendance was small.
Americans were weaker, following the
market at New York. Canadian Pacifies
were reactionary and Grand Trunks sym
pathized Home lines were cheerful and
moved up, Argentine rails lacked steadi
ness and generally drooped.
The gfU-tdged section was hard. Allied
bonds were firm with the exceptlpn of Rus

were nominal and a disposition was shown
to wait for further advices from. Petrpgrad.
Mines held well, but dealings In them
were not brisk. Oil shares were cheerful
