railway stocks, Including Canadian Pacllle. St. Paul and IttadlnR. ,
Industrials moved In an Irregular manner, partly because of an absence of
important Interests In the Stieet In connection with tho Liberty Loan arrange
ments, which left many stocks without piotection. Ilaldwln Locomotive, which
had been the strongest feature in the preceding part of the week, after selling
at 02. dropped to CO, and losses of 1 point or mote were made In other steel Indus
trials, with Uctlileheni Steel "15" coveling most giound, trading in that stock
ranging from 84st to S2.

tiadlug of more than a point to 107. A little steadier tone was shown In the

Reopening of Freight Rate Case
Wall stre't is gratified over the action taken by the Interstate Commerce
Commission In deciding to leopen the freight-rate case on November D. This
Is Interpieteil as evidence of Its sympath towaid the utllroads and appreciation
of their needs. The case of the carriers will rest on their showing for the nine
months to September 30, which will be the only complete figures available at the
time, although the CVtobet usults will be known in a rough way. The commis
sion obviously Is willing to giant the toads an increase in ft eight tates if it can
be proved that this is necessary. The lines in most urgent need of assistance
are those In eastern and northwestern teirltory. Uut it will go about the matter
dellbeiately and In no way be Influenced by what Its critics havo to say.
Superior Steel has been me of the sensations of the war period. Unknown
nine months ago. so to speak, It was bt ought out on tho Curb carlj in tho
spring, where It developed a spectacular upwaid movement It lias since lost
much of tills gain, and Is now selling to leld about 13 per cent. There is every
leaion to believe tho C per cent dividend is secure.
Cainlngs for eight months vvete equal to nearly 20',s per cent after the war
ta.. and should show fully 30 per cent for the jear. The company is well supplied
with coil, Its lpqulrements for tho next eight years being conti acted for. The
labor situation is known to bo good.
Few Security Emissions Show Profit
Very few of the secuilt emissions of recent months show a. profit to those
who subscribed at the time of the offering. American Ice Is an instance in point.
Some months ago stockholders were given the privilege of subscribing to preferred
stock to the extent of 30 per cent of their holdings at $Cfi a share, this Including
a bonus of 40 per cent common. On the transaction stockholders now havo a
paper loss of about 20 per cent It is estimated that this jear the company will
show $3 a share for the common after allowing a full 6 per cent for tho
preferred stock.
Brooklyn Itapld Tiansit has succumbed to liquidating pressure. The dlvidcnu
Is not considered safe, nnd the stock has declined to the lowest level in jeais.
The margin over the dividend in tecent years has not been imposing, but whilo
enough may be earned to maintain the C per cent rate, the factor that Wall
street Is taking Into consideration is the difficulty the company no doubt will
experience next July, when its $57,000,000 of 3 per cent notes fall due. These
are now quoted to jield about 9 per cent, which does not suggest that the
financing of them will be other than a very expulsive undertaking. It Is not
impossible that tho bankers for the company will have something to say a? to
whether the dividend will be continued at the current late.

railroad shares Tvere inclined to sag, Lehigh
Valley losing nearly a point and Heading

advancing early nnd closing only a trifle
lower United Gas Improvement continued
to show Improvement and added a quarter
to It! price on a very small turnfver. Steel
common wan weak throughout tho forenoon
and at one time was as low as 104 '4, off
a point and a quarter.

Secretary McAdoo advised the Hesene
Hanks today of a new ofTeiing of a limited
nmount of 4 per cent Treasury Certificates
of Indebtedness, dated October 24 and ma
turing December IB, at par and accrued In
terest. The purpose of the offering Is to permit
banks, trust companies and other large sub
scribers to the second Liberty Loan to In
vest funds now In their hands "as a fur
ther means of avoiding concentration of
poments on bank subscriptions"

minimum figures as to the total amount are
given Allotments will be made In the order
subscriptions are received
The certificates will be exempt as to prin
cipal and Interest from all taxation now
or hereafter Imposed by tho United States,

Coffee Exchange was to close at noon,
Liberty Loan Day. kept a large number of
traders away and tho market was a very
quiet Hffalr with no sales after the call
reported up to 11.20 o'clock. The cables
from Brazil were posted during (ho morn
ing and showed prices practically un
changed. The firmer tone noted on the call
was duo to a moderate demand for outside
account with a lack of selling pressure, most
of the Interest being centered In the late
positions.
