Now low records were made limnnny of the minor Meel liuUistrlals. .Mhlvale
Steel declining to IS",, making a new low record, and the record for Hcthlehem
SteoT "15" was also lowered, that tock Nclllug down to 7GJ.. The losses of
several joints in these storks wore accompanied hy similar breaks In the minor
steel Industrials, but even greater declines were recorded In many of the special
ti. People's tias sold ofT 0g nolnts In response to the suspension of dividend
payments, and fulled Cigar Stores sold down 4h points from Its high l'Hco of
the morning. B
A new low record was made In Sew York Central, which declined from .3-V
and losses of 2 to 3 poinis wero sustained In many of the other railroad shares.
Including Baltimore and Ohto and Heading.
The favoruble statement of earnings of llenerul Motors forced thnt stock to
show a firm tone for u part of the afternoon, but It later yielded because or the
general movement.
The view prevailed thut the disturbance in market values was a contlnun
tion of an adjustment of the speculative situation to the prospective conlrnetion
f hostilities in Kuroiie us it result of the nctivtllcs of the Allies In Uelsluin.
The sharpest decline, however, were In stocks like Consolidated (las and Peoples
tias that have onlv an Indirect connection with war requirements.
There was trading on a very large scale in the Liberty Loan bonds, mid a
substantial Improvement In the market conditions of those bonds was displayed.

Midvalc Steel Thrown Under lite Hammer
After u long period of comparative Immunity rim" professional raiding
tactics. Slidvale Steel has been tin-own under the hammer of short selling
and liquidation. There have been repeated rumors of impending new llnanelng
measures, but thus fur no definite light lias been thrown on the situation.
In fact, it is vigorously denied In somlolllclnl (matters that any such move
Is contemplated. In circles close to the management it Is Insisted that tne com
panVs program of stopping all espausion work six months ago has permitted or
a very material increase In working capltal-sulllcient to meet all its immediate
and prospective needs. It Is said thut the net working capital, which was close to
$(10,000,000 at the end or the last fiscal year, .had since increased by front
$10,000,000 to JI5.00U.UOO. No matter what the financial situation of Mldvale
Steel may be. it will be a long time before the stock is able to live down the bad
reputation resulting from the market practices of its early speculative career.
Interests tr. the steel trade are still at sea. That Is. they feel confident the
iJovernmeufs prlce-tlxliig program will turn out satisfactorily, but Vie practical
application of the formula, will, many of the essentials still lucking. Is impossible.
All will depend upon how early an agreement Is reached on the intermediary
products.
Railroad Shares Show Depreciation
Comparison of present railroad share prices with those of the high of the
year tell a story of severe depreciation: but when tlioy are contrasted with the
low levels of 1007 the result Is accentuated. Plftecn representative railroad Issue-!
touay are celling at on average of more than 23 points below the low levels
reached in thu demoralization of U'O".
Ttio largest declines have been in issues like New lluvcn and St. Paul.
It is un interesting fact that Lehigh Valley and Heading are much above the
figures readied during the height of the depression of ten years ago. The
report of the Southern Hallway for the yeai. showing nearly $S a shaio earned
for the common stock after allowance of S per cent for tho preferred, reflects
tho very comfortable position of that road and opens an avenue of Investment
for tho.se who have a penchant for low-priced railroad shares whose prospects
over a period ut years ate encouraging.
