High Points in Today's Financial News
The New York market closed generally lower, following irregular
dealings throughout the day. Many confusing movements on the Curb. Corn
firm and cotton higher. Dullness continued in the foreign exchange market.
Exports for August were reported much in excess of those of August, 1910.
The Government's weekly corn report staled that corn was beyond danger
from frost injury. Bar silver unchanged in New York and London.

Tho speculative element In the Wail street district was sorely perplexed In
Its efforts to force profits out of a narrow market and to read probnlilo re
sults of the present confused financial and Industrial conditions. This clement,
persistently committed to tho bear side, Including the most noted plungers and
tho cotton operators, mado frequent raids on tho steel Industrials and against
tho railroad stocks,, which liavo shown llttlo rovlvlng power when pressure was
exerted. These raids and scattered liquidation wcro effective In forcing prices
at times to a materially lower level, and some new. records wcro established,
among them Bethlehem Steel "B," which sold below Its previous low record of
90 W, mado on September 18, when It was traded in ex-rights to subscribe to tho
now preferred stock.
St. Paul continued its downward movement, selling nt 49U, and Baltimore
and Ohio declined to C9. While theso recessions wero in progress some stocks
had brisk advances, and all through tho day thero were constant alterations of
strength and weakness, with rallies coming quickly after various declines, leav
ing tho mass of stocks at tho end of tho dny showing llttlo net change as tho re
sult of either bear efforts or pool activities.
It had been hoped by thoso committed to tho bull sldo that tho money pool
would cause easiness In banking accommodation, but tho only supply of timo
money today was for sixty days, whilo nearly nil the demand was for over tho
year money. About $5,000,000 of sixty-day money was loaned at 0 per cent.
Tho market failed to rally as It had dono recently In tho final dealings, but
Instead there was another selling movement Just beforo the' close, which carried
Bethlehem Steel "B" down to the new low of 86V4, and at tho end of the day the
cntiro list was feverish and unsettled.
Thero was another heavy dealing in United States Liberty Loan, with largo
blocks of those bonds changing hands nt 99.98 to 99.90 In tho regular way, nnd
as low as 99.92 on sellers' options. Railroad bonds wero heavy, with St. I'aul
refunding 4s down to 75.
Dig Powder Contracts Coming
Tho Government, It Is learned, Is "Inquiring" for (several million pounds
of smokeless powder, lleport also has it that this business when placed will tax
to capacity tho powder production of tho du 1'ont, Hercules and Aetna Explosives
companies.
American Money In Mexico
Tho Stato Department has mado satisfactory arrangements for tho operation
of American mines In Mexico under tho Carranza decreo forbidding the export
of gold and sliver bullion nnd coin. Tho State Department, through tho Federal
Reserve Board, has arrauged for tho payment of miners' wages In American
money. Tho Mexican Government has announced that American gold will bo
received at two for ono in tho payment of all customs and internal revenues.
Tho Mexican Government lias further arranged for tho minting into Carranza
money of all bullion from tho mines at a nominal cost.

Tho low ratio of our debt to our wealth and income Is a buftlclent reasi n why
business men will subscribe to tho second Liberty Loan. William Morris Imbrlo
& Co. havo compiled figures showing that tho wealth nnd Income of tho United
States is greater than the combined wealth and income of Great Britain, Franco
and Germany, while our debt Is smaller by far more than either of theso three
nations. N
That $200,000,000 Money Pool
Wall street Is known to act contrarywiso sometimes. Hod It been unnounccd
that banks would not aid tho money market a break In stock would not havo
been surprising. But nfter official word that a money pool of $200,000,000 had
been formed, It was felt that optimism would prevail. Perhaps tho warning
that wide speculative movements would not bo countenanced by tho money
committeo was taken too much to heart.
Roberts on Business Conditions
George E. Roberts, of the National City Bank, addressed tho business press
of this city yesterday. Ho held up a cheerful plcturo of business conditions in
this country. The address was mado at a conferenco in tho Aero Club of
America. He said tho prevailing low prices of securities are a good omen,
especially In view of tho fact that the securities are backed up by tho great
earnings of the war period. "These great earnings," ho said, "mako tho assets
of tho great corporations a sound guarantee of the value of tho stock issued."
Ho favors the Government's plan of taxing the wealthy heavily through tho
period of tho war, but does not think such methods fair in times of peace. Ho
said ho opposed tho issuance of now securities, because the creation of new
industrial plants would only ncccntuato tho labor shortage. Ho does not think
any great prejudice against German Industrial Interests will follow tho war.

9C to tho new low of 92, from which tho prlco moved up later to 95. Wright
Martin Aircraft continued active and strong, with sales in the first halt of the daj
nt 10U to 10. This movement was partly based on statements mado at the anJ
