FINANCIAL NEWS-NEW YORK AND pklLADELPHIA STOCK QUOTATIO:
BUYING OF STOCKS BY BANKING
INTERESTS FACTOR IN TRADING
Whether This Is for the Burpose of Driving Bears From
Market or Marks Beginning of Bullish Operations
.Is Only Conjecture
High Points in Today's Financial News
Ilttnlciiiif interests came to support of stocks in Wall street. Many stock
registered new low marks in afternoon, particularly vi railroad luit, out
market closed strona. Vigorous demand lifted Notthwcst Oil to new top
mark on New York Ctnb. Grain and cotton higher. Several extra dividends
declared. Bar silver unchanged in New York and London. Rubles a little
higher in foreign exchange market. French, Italian and Swedish exchange
easier.
Ni:V YOIUC, Sept. 13.
Tliero wVcre Indication of banklnc Interests buying In tbe Htock maikct nt
Intervals during the day, nnd It was assumed by soino of those who Hliould know
that J. 1". Moinan Co. weie nciiultliiB United States Steel common, and that
Kuhn, Loeb & Co. weie blljhiB Union l'.iclllc and other leadlnu lallroad Ktocks.
This would present an unewn contest with tln.o two btukliu InterisH
pitted against traders and bear opcratois, Includlnt; Jtso I.isermoore, Alfred S.
Caspary, Allen ltan nnd Joe MannhiB. It would require only tho appcaranco
of the two big banklnB Intel ests In the market to dilc tho otheis from tho Held
Whether this bultiB, which HCimitl so clearly evident, was merely fur tho
purpose of checking bear operations and stablllzlni? tho tint hot on a detllno or
marked tho beginning of new bullish operation must neceuill bo 11 matter of
conjecturo to every one else but mind rtadeis.
There Is, howtver. In prospect an element of the highest bullish lmpoitanco
which will bo demonstrated as soon as the Oov eminent tax and npptopiiatlon
bills aro enacted Into law. It is understood that with theso mcasutes slsncd
contracts for Ueel containers of munitions nnd of other necessities of war
will bo placed on an enormous hcalo at pi Ices that will be 1111 Inducement for
working the various plants to their utmost capacity
Copper has aheady been taken for tho Allies to nn estent to bring in out
bide buying of copper metal at an aihnneo of 2 cents a pound, and (io em
inent purchases alreadj made will ncif,s.ully huny along tontiacts for do
mestlc requirements.
During the day pliee movements weie Inegulai, with United States .Steel
langing from 103H to 107'i, and with eonstnnt vailatlons in (uotatlons In othei
issues, but with a hardening tno appirent nnd a maiked falling off In liquida
tion. Tho market elosed strong.
The bond market continued to show 11 he.ny tone, with foreign Oo em
inent bonds In supply at further concessions, Anglo-l'rcneh 5s being traded In
on a large rc.iIo around 9".
Wall Street Watching Railroad Earnings
Wall stieet Is hciutlul.lng tho minings statements or the lallroads cloei at

current weakness of shaies of th.it type, another Is the adjustment of yields

Investments, langing fiiuii b2 per cent upward, and in numerous Instances

One of the most painful teat ui us of the situation Is the vci liable "fcciuppliig"

of the investoi Tho New Haven is an Instance in point Its dlllleulties mo

Original Speculators Out of Airship Slocks
The harpoon seems to have been thrown into tho nil ship boom tint has
been enjoying a great deal of speculation on the New Yoik Curb lteeent
fluctuations In both t'urtlss Aeioplane and Wrlght-.M irtln Alrci.ift, two of tho
more prominent issues, have suggestid that tho huge majority of original
speculators In both Issues have abandoned their campaign. Prevailing quot 1
tlons foi Curtlss show declines of approximately 25 points Mom the high point
of List j car and 10 points from the high of this season Wiight-Martin sold
above $1" per share during the heat of the speculative cuis-o In this issue, but
Is now quoted under $8 per share, with trading in listless fashion.
It Is becoming generally appreciated that prollts on ordi -s Horn tho (Jovirn
ment will not amount to the figures pool operators had been leading tho public
to believe. It appears that the type of machines the Government is goiiv to
make in huge quantities for lighting purposes will not onlv be manufactured by
other factories adapted for the purpose, but will be of cntiicl diilercnt stlo
from the machines that the regular manufacturers produce-
Regulation of Gold Exports to Keep Money Cost Low
The broad view of the measutes adopted bv the Covtinment to eontiol the
export of gold will have 11 tendency to keep down the ost of money. The
l'edeial bank plan to co-opciato dally with member Institutions with u v iew
tuward eonectlng In t.me an unfuvoiablo tendencies Is laleulitid to lurther
stabllio the money maiket Meanwhile, hovvcvci, inom.v leiuaius 111 in. A
variety of considerations, including the piospeetive (Jov eminent loan lor which
active banking preparations aio being made, have Inspired cunsu vatlsm among
bankers. The Immediate outlook Is for continued Ilmincs"
Process of Readjustments Now Under Way
Hvldenee Is multiplying of a gradually le-dueed momentum m iinpuitaul
trade lines, biluglug with It .1 readjustment In values to a basis most genet -ally
looked upon as meeting tho Government's ideas as to fall and leasonable
prices for commodities. Sales ot ooppet to the Allies on a basis of twenty-tlvo
cents a pound Is a hopeful blgn. An offer of $C0 for llnlshed steel has been
heard. Several ot tho Unteiite nations were repeated to bo actively negotiating
on their own behalf, for llnlshed artlt les, Instead of holding aloof until the
War Industries Boaul made known pi lees .it which they are to bo privileged
through tho one-pilce-for-all basis. Sueh a step is significant of the magnitude
of tho problem.
Public Utilities Have Hard Row to Hoc
In more ways than one tho benefit of lovvci mateilal pi ices is bound to
accrue Immediately. The public utility industry, for Instance, suffering as It has
been the last six months and even more fiom an unstable market In which to
secure financial requhements with which to cover expenditures tor new ex
tensions and Improvements, has been faced with n position of elthei pa.viug
very high rates for new money or abandoning or postponing theso plans. Tho
latter course has been generally favored. The Yosemlto Power Company, for
Instance, has at ranged to sell a small branch of Its property to tho Sierra and
San Francisco Power Company because of tho dllllculty In obtaining funds to
extend its lines and develop new business.
Rale-Making Bodies Slow to Grant Relief
Whatever satisfaction has come to the utilities under lowei lia-l costs sepms
to be reduced to an extent by inability to secure deliveries on schedule. This
state of affairs, however, has shown evidence of being favorably adjusted, Jn
the meantime ratemaklng bodies aio slow In granting relief wheie It is uctually
needed, but this fact Is partly lost sight ot by a growing appreciation of the
necessity of the Increases desired.
Action of Bethlehem New Preferred Unsatisfactory
The recent action of the new Bethlehem Steel preferred stock on the Cutb
has not been satisfactory to early buyers. Transactions aro now being made
around 104, compared with 112 when the issue was first biought out. Move
ments In the stock have been keeping with the gradually declining trend of
Bethlehem Steel "B" stock on the Stock Exchange.

Wlille there was some Irregularity In tho
price movements In the trading on the
Philadelphia Stock Exchange In tho full
sosslon today, as shown In the net change
table of transactions, yet the tone of tho
market on the vvholo was satisfactory.
That the nubllo was not represented to any
great extent In the dealings was shown
by tho fact that tho trading In any one
Issue did not mount large.
Taking tho whole list Into consideration,
It was fairly bioad, but not as many stocks
appeared on tho tape as was the case yes
terday. Changes In quotations, too, fol
lowed the courso that has been pursued
for some time, that Is, they were, for the
most part, narrow and below a point. In
some Instances they tvera larger, notably
Cramp Shipbuilding, which lost S points.
This was on very light trading. There was
no explanation for the wide move.
It was left to United States Steel com
