excepted from the termi of tho bill. It Is
provided that foreigners drafted Into tho
military forces of this country shall be
crouped Into units by nationality so far as
possible, and when so grouped nnd organ
Ized Khn.ll, within tho discretion of tho
President, bo In Lhatgo of tho respcctlvo
nationality.
In order that existing treaties upon this
subject hhall not be violated, it Is provided
that tho net shall not apply to tho citizens
or any nation until Its Government has for
mally nnd In wrltlnj; conveyed to tho Pres
ident Its approval of this act, nnd Its assur
anco that tho drafting of its subjects Into
tho military forces of tho United States Is
entirely satisfactory to such Government,
notwithstanding nny treaty or convention
to tho contrary. It nlso Is provided that
tho persons drafted under this act shall bo
Known as tho "American Foreign Lesion"
unless the President shall deem such nppel
lation Inexpedient or incompatible with tho
proper administration of tho military forces

Negotiations now are pending between
tho United States and tho Allies looking
to their consent to tho drafting of their
citizens Into the American nrmy. nnd It Is
to facilitate this movement that Mr. l'orter
has introduced his bill. In discussing Its
provisions, Mr. Porter said today:
"Section three was inserted ho that action
could be taken at once by Congress nnd
thus fortify tho Stato Department In Us
representations to tlu Allied nations. If
Congress must wait until tho negotiations
are completed and all tho red tape unwound
that Is usually connected with such matters,
