"Of course, n fjreal deal depends on the magnitude of the operation and the
thickness of the vein," he said, "but it will be found that nearly all tho larBo opera
tors have contracts for their output and can continue even at $2 a ton, as the m.iK
nltudo of their operations cuts down many of the overhead chan;es to a minimum.
"Many Industrial plants," he. continued, "contracted for double tho quantity of
coal they would need when the prices were $3 a ton and upward. They were afraid
that If they didn't they would get left In the matter of coal cars and limited output,
and tho opcrutors wero Rivlns them all they could uso right along-. Now these
fellows will not all the coal they contracted for. shot Into them whether they can
uso It or tint."
"If labh-could bo kept down to the present rato of wapes that Is beiriR paid now,
can the majority of thu soft-coal mines bo operated with a small profit at J a ton
for tho output?" he was asked; to which he replied, ho bcllced they could If suflielent
cars could bo supplied.
Another operator, who owns some small mines In West Virginia, said. "To oper
ate for $2 a ton Is slmplj Impossible." Ho opened his books to show the cost of
operation and lecelpts for some months past for two of his mines, and the llRiiros
certainly showed the actual cost to him was $2 CO a ton for each mine. ' Customers,"
he says, "are beprfilns; me to purchase coal for them to operate their plants at a
price nearer to $S than It Is to $1 a ton.
The general Impression among coal operatois Is that the President's figures mint
goon be revised or the output will sink to a dangerous point.
Another View of Coal Prices
"Theie ate two sides to the coal question It must always bo borne In mind,"
was tho remark of n member ot n large investment house, "tho public's side and
the operators' side.
"I don't pretend to know tho situation well enough to bay whether the pi Ices
tentatively fixed by the President aro fair or not, but my impression Is that tho
Federal Trado Commission supplied the Information on which President Wilson
based his figures, and fiom the little experience 1 have had with that body I con
cluded that, as a rule, they know what they nic doing and can hold up their side of
the argument.
"Personally," he continued, "I am ery glad to see this leduction In price as It
will mean much to the public utilities all oer the country whose contracts had run
oat, and were obliged to pay extortionate prices for coal to Keep their plants going.
And then," he continued, "I remember when I lived, a oung man, in West Virglnlu,
u,icti cighty-tivo cents a. ton nt the mine was considered n good price. I am willing
to allow a big margin for tho increased cost of labor, and everything In the way of
rails and supplies for mine equipment, but 1 still think theie will be a neat profit
for the operators at $2 a ton. As for tho mining out West where deep shafts have to
be sunk, that Is a different matter and I am not prepared to say what would, in
my opinion, bo a Just price."
Demand for Short-Term Equipment Notes

Location of a Government Nitrate Plant
It Is lepoitcd that the Go eminent has about decided to locate one of the new
nitrate manufacturing plants near Tuscaloosa, Ala., where millions have been spent
by the Government In the construction of locks and dams on the Itlack Warrior
Itiv cr.
"There are hundreds of thousands of horsepower going to waste oer the locks
on that river," said the manager of Morris Drothors, In the Morris Building, "es
pecially over what is known as bock 17. This lock," ho Mild, "was finished in May,
l:15, and represents a total cost to the Federal Government of $3,750,000.
"Tho Government plant," ho said, "will manufacture nitrate from tho air, b the
hydro-electric process. This can only be done economically whero there Is a large,
cheap supply of electric power, and as hundreds of thousands of horcopower aro
there going to waste the plant should be successful."
Morris Brothers virtually contiol all the public utilities of Tuscaloosa.
Excess Profiits Taxation
0 Tho Investors Public Service, Inc., of New York, has Just issued a veiy instruc
ts e circular on that much-dlbcussed and little-understood subject of Kxcess Profits
Taxation, In which It says:
"Tho application of tho excess profits tax to a corporation that Is actually
earning execks profits cannot In any degree be regarded as a hardship. Tho
company that Is making only 15 per cent more than It made before the war pays
only 1.6 per cent on tho basis of its former average profits; and surely this cannot
be considered a crushing or exorbitant tax levy. A corporation that Is making
hundreds or thousands per cent greater profits than it mado befoto the war,
surely Is able to split those profits flfty-tlfty with Uncle Sam without suffering
serious consequences."
Tables accompany this article showing among other things the excess of 1917
profits over the pro-war average during tho years 1911. 1912 and 1913, of thirteen
of tho largest "war" Industries in tho country. Notable among those Is Bethlehem
Steel with excess ot 1917 profits of ?C4,924,S93, or 2111 per cent; Lackawanna Steel
with 1917 excess profits of $23,000,000, or 1S33 per cent, and Itepublic Iron and Steel
With 1917 excess profits of $25,73G,242, or 1000 per cent.
Thebo excess profits would be taxed at the rate of about 50 per cent, and when
this is compared with tho flat rate of 80 per cent on such profits Imposed by Great
Britain; there Is little ground for complaint from theso corporations. Even tho
tupend'oua levy of 80 per cent has not crippled Biltlsh industries.
Are Price-Fixing and Excess-Profits Tax a Bugaboo?
Asked for his Ideas on the two Important subjects which seem to claim the
attention of thoughtful men In financial and business circles, namely, prico-flxlng by
the Government and taxation of excess piotlts, a prominent banker of this city said:
"It Is my belief that most ot the things that occur in life which causo us
' worry and anxiety come as the result of anticipation of things which really never
come to pass, and It has been my observation that on many occasions business
has been more or less handicapped tnrougn mo creation oi an juuiruper or uruuir
public sentiment, which has misguided tho public Into anticipating calamities
which never have happened."
Aviator Biddle Was Connected With Weil-Known Bond House
Julian C. Biddle, tho young Philadelphia aviator who was killed in the recent
fighting on tho European western front, was a member of the sales force of Mont
gomery, Clothier & Tyler, tho well-known bond and Investment houso In tho Bullitt
Building, on South Fourth street.
July Was Best Month for Colorado Power Company
Bonbrlght & Co., in tho Lafayette Building, report July as tho best month In
the history of tho Colorado Power Cfnpany as to new business. In that month It
closed seventeen now power conttacts, aggregating 3259 horsepower with nn esti
mated annual revenue of about $112,000. Business disconnected during tho month
aggregated 555 horsepower with an annual revenue of about $23,000, leaving a net
ealn of 2C95 horsepower nnd $89,000 per annum, respectively.
This company guarantoes more than 90 per cent of Its energy hydraullcally, and
under tho terms of certain contracts it can substitute retail for wholesale service.
The plant Is equipped without any appeciable additional Investment to serve approxi
mately 15,000 horsepower additional retail load.
Gold Going Out
Tho total outward shipments of geld for tho week to date was $3,120,000. The
total exports for July and August to date are $59,000,000. and since we entered tho

Since the beginning of the European war our imports of gold have been
$1,123,500,000. '
Steel and Copper Affected by Coal Price-Fixing
The head of one of tho largest brokerage houses In tho city in speaking of the
wiling down of the copper and steel stocks yesterday remarked hat It was , prob-
ably duo 7o sympathy with tho low p.lce-flxlng of .oft coal. "Is reasoned." he
remarked. "thaUf coal prices are fixed so low steel and copper will be fixed proper-
tionately low as the Government Is not going to make fish" of one Industry and
